Dear Mr. Halac,
By letter dated November 18, 2025, Global Nuclear Fuel - Americas (GNF-A), submitted the approved versions (-A) of Topical Report (TR) NEDO-33935, Supplement 1, Revision 0, Implementation of LANCR02/PANAC11 in Downstream Methods titled NEDC-33935P/NEDO-33935, Supplement 1-A, Revision 1, Implementation of LANCR02/PANAC11 in Downstream Methods (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25322A202; Package Accession No. ML25322A201), to the U.S. Nuclear Regulatory Commission (NRC). GNF-A has done so in accordance with our request to publish -A proprietary and non-proprietary versions of the TRs, as detailed in the cover letter dated August 19, 2025, of the NRC staffs final safety evaluation (SE) (ML25155A120) for the original TR. GNF-A clarified in the -A versions cover letter that the published version is Revision 1 which is the accepted version of Revision 0.
The NRC staff has completed its verification review of the -A versions of the TRs. The NRC staff verified that the submitted -A versions are acceptable for referencing in licensing applications for nuclear power plants to the extent specified and under the limitations delineated in the NRC final SE and accepted versions of the TR that are now approved for use in future licensing actions. If the NRC criteria or regulations change so that its conclusion in this letter (that the TR is acceptable) is invalidated, GNF-A and/or an applicant referencing the TR will be expected to revise and resubmit its respective documentation or submit justification for the continued applicability of the TR without revision of the respective documentation.
The NRC Forms 896, -A Topical Report Verification, and 897, Withholding Determination Form, forthe accepted versions of GNF-A LANCR02/PANAC11 in Downstream Methods Licensing TR NEDC-33935P/NEDO-33935, Supplement 1-A, Revision 1, Implementation of LANCR02/PANAC11 in Downstream Methods, can be located in ADAMS at Accession Nos.ML25337A061 and ML25337A062, respectively.
