FINAL SAFETY EVALUATION FOR GLOBAL NUCLEAR FUELS - AMERICAS TOPICAL REPORT NEDO-33935, SUPPLEMENT 1, REVISION 0, IMPLEMENTATION OF LANCR02/PANAC11 IN DOWNSTREAM METHODS (EPID: L-2022-TOP-0057)
Dear Ms. Catts:
By letter dated October 31, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22304A667), Global Nuclear Fuels - Americas (GNF-A) submitted to the U.S. Nuclear Regulatory Commission (NRC) a request for review and approval of Topical Report (TR) NEDO-33935, Supplement 1, Implementation of LANCR02/PANAC11 in Downstream Methods. By email dated September 14, 2023, the NRC staff issued its draft safety evaluation (SE) (ML23221A375). GNF-A provided the proprietary markup along with the voluntary comments on the draft SE (ML24208A161) and proposed to submit calculations package as new supplemental information related to this review. GNF-As submittal date for providing these calculations has been delayed from March 30, 2024, to September 30, 2024, to later in 2025 (ML24264A142), to second quarter of 2025 that GNF-A communicated during a phone call and NRC documented in its revised review schedule letter dated November 21, 2024 (ML24312A379) with the most recent estimate of 2026 that GNF-A communicated during the virtual meeting held on May 14, 2025 (ML25189A434) and confirmed via letters dated June 20 and August 8, 2025, respectively (ML25171A016; ML25220A190). In the letters, GNF-A explained that GNF-A will not be able to complete its internal calculations until 2026 and requested that the NRC resume its review and proceed with the issuance of its final SE.
The NRC staff has found the TR acceptable for referencing in licensing applications for nuclear power plants to the extent specified and under the limitations delineated in the TR and in the enclosed SE. The final SE defines the basis for our acceptance of the TR.
NOTICE: Enclosure 2 to this letter contains Proprietary Information. When this letter is separated from Enclosure 2, this letter is decontrolled.
OFFICIAL USE ONLY - PROPRIETARY INFORMATION OFFICIAL USE ONLY - PROPRIETARY INFORMATION Our acceptance applies only to material provided in the subject TR. We do not intend to repeat our review of the accepted material described in the TR. When the TR appears as a reference in license applications, our review will ensure that the material presented applies to the specific plant involved. License amendment requests that deviate from this TR will be subject to a plant specific review in accordance with applicable review standards.
In accordance with the guidance provided on the NRC website, we request that GNF-A publish accepted versions of the proprietary and non-proprietary TR within three months of receipt of this letter. The accepted proprietary version shall incorporate this letter and the enclosed proprietary final SE, and the accepted non-proprietary version shall incorporate this letter and the redacted non-proprietary final SE after the title page. Also, the accepted versions must contain historical review information, including NRC requests for additional information and your responses after the title page. The accepted version shall include an -A (designating accepted) following the TR identification symbol.
