U.S. NUCLEAR REGULATORY COMMISSION REVIEW OF GLOBAL NUCLEAR FUEL - AMERICAS TOPICAL REPORT NEDO-33935, SUPPLEMENT 1, REVISION 0, IMPLEMENTATION OF LANCR02/PANAC11 IN DOWNSTREAM METHODS (EPID: L-2022-TOP-0057) - REVISED REVIEW SCHEDULE
Dear Michelle Catts:
This letter communicates a postponement of the U.S. Nuclear Regulatory Commission (NRC) review of Topical Report (TR) NEDO-33935, Supplement 1, Revision 0, Implementation of LANCR02/PANAC11 in Downstream Methods. This postponement enables Global Nuclear Fuels - Americas (GNF-A) to complete the implementation plan described in the TR, such that the NRC can audit selected downstream calculations before issuing its final safety evaluation (SE). This approach provides GNF-A with greater regulatory certainty because it provides greater confidence in the NRCs finding that the downstream implementation is acceptable.
As background, GNF-A submitted NEDO-33395, Supplement 1, Revision 0, on October 31, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22304A667). The NRC issued its draft SE on September 14, 2023 (ADAMS Accession No. ML23221A375). GNF-A provided the proprietary markup along with the voluntary comments on the draft SE (ADAMS Accession No. ML24208A161) and proposed to submit a calculation package as new information related to this review. GNF-As submittal date for providing these calculations has been delayed from March 30, 2024, to September 30, 2024, to later in 2025 (ADAMS Accession No. ML24264A142) with the most recent estimate that GNF-A communicated during a phone call of second quarter of 2025.
Based on the GNF-As current estimated submittal date of second quarter of 2025, the NRC expects to issue revised draft SE by December 31, 2025, and issue final SE by March 31, 2026.
These dates conservatively include time for the audit, potential requests for additional information based on the supplemental information, and consideration by the Advisory Committee on Reactor Safeguards. This schedule information takes into consideration the NRCs current review priorities and available technical resources. This schedule may be shortened subject to complexity and completeness of the submitted information. The NRC will resume its review when GNF-A submits the above-mentioned calculations package to the NRC Document Control Desk.
