SUMMARY
OF DECEMBER 1, 2025, PUBLIC TELECONFERENCE WITH TENNESSEE VALLEY AUTHORITY TO DISCUSS A PROPOSED LICENSE AMENDMENT REQUEST REGARDING ADOPTION OF TSTF-596 (EPID L-2025-LRM-0146)
On December 1, 2025, the U.S. Nuclear Regulatory Commission (NRC) held a public observation meeting via Microsoft Teams with representatives from the Tennessee Valley Authority (TVA) to discuss a forthcoming license amendment request (LAR) for the Browns Ferry Nuclear Plant, Units 1, 2, and 3 (BFN); Sequoyah Nuclear Plant, Units 1 and 2 (SQN); and Watts Bar Nuclear Plant, Units 1 and 2 (WBN). The meeting notice and agenda for this meeting, dated November 20, 2025, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML25324A002, and TVAs slides for the meeting are available at ADAMS Accession No. ML25325A153. A list of the meeting attendees is enclosed.
TVA plans to request an LAR to adopt the following Technical Specifications Task Force (TSTF) travelers for the three TVA plants:
TSTF-596-A, Revision 2, Expand the Applicability of the Surveillance Frequency Control Program (SFCP)
TVA plans to request adoption of the following TSTF travelers for WBN only:
TSTF-600-A, Revision 2, Revise the Reactor Coolant System (RCS) Pressure Isolation Valve (PIV) Leakage Testing Frequency TSTF-118, Revision 0, Administrative Controls Program Exceptions TSTF-374, Revision 0, Revision to TS 5.5.13 and associated TS Bases for Diesel Fuel Oil TVA described the proposed TS changes and key variations from each TSTF traveler as shown in the slides. A summary is provided below.
TSTF-596, Revision 2 Expands the Surveillance Frequency Control Program (SFCP) (BFN TS 5.5.15, SQN TS 5.5.17, and WBN TS 5.7.2.23) by revising item b (adds items b.1, b.2, and b.3):
b.1 In accordance with the requirements of 10 CFR 50.55a [Title 10 of the Code of Federal Regulations (10 CFR)] for the inservice testing program required by 10 CFR 50.55a(f);
b.2 In accordance with the requirements of 10 CFR 50.69(d)(2) for testing permitted under 10 CFR 50.69(b)(1)(v);
b.3 Otherwise, in accordance with [Nuclear Energy Institute] NEI 04-10, Risk-Informed Method for Control of Surveillance Frequencies, Revision 1.
BFN, SQN, and WBN TVA is not deleting all inservice testing (IST) references but instead is redirecting them to the SFCP to avoid widespread procedural changes.
Several surveillance requirements (SRs) are being revised to reflect the SFCP instead of IST.
Revise SR 3.4.14.1 Frequency from In accordance with the Inservice Testing Program, to In accordance with the Surveillance Frequency Control Program.
Delete the Inservice Testing Program from SQN TS 5.5.6 and WBN TS 5.7.2.11, Inservice Testing Program; revise the titles to Inservice Testing Program (see Section 5.5.17), and Inservice Testing Program (see Section 5.7.2.23), respectively; and add the definition of the IST program.
BFN For BFN, which adopted TSTF-545, TVA proposes to add a note in the SFCP (TS 5.5.15) to retain applicability of SR 3.0.3.
TSTF-600-A, Revision 2 (WBN Only)
Revises RCS Pressure Isolation Valve (PIV) leakage testing frequency.
Consistent with the TSTF, TVA will state that it confirms:
PIVs are in the IST program ISLOCA [interfacing-systems loss-of-coolant accident] is not a significant risk contributor, and PIV testing is not credited in FSAR [final safety analysis report] or commitments.
TSTF-374 and TSTF-118 (WBN Only)
TSTF-374 updates the diesel fuel oil testing program, in part (item c), to be in accordance with the SFCP and revises item a.3 to add a water and sediment limit.
TSTF-118 adds applicability of SR 3.0.2 and 3.0.3 to administrative controls.
NRC Feedback The NRC encouraged TVA to:
Ensure the LAR introduction clearly states that the intent is to clarify implementation.
Confirm the wording of the introductory paragraph in the TSs for the SFCP.
Consider whether to add or between b.1, b.2, and b.3 of the SFCP for clarity.
Schedule TVA plans to submit the LAR by January 30, 2026, and request NRC approval within 6 months from the date of NRC acceptance review.
No regulatory decisions were made at this meeting.
