Palisades Energy, LLC Holtec Palisades, LLC Palisades Nuclear Plant Docket No. 50-255
SUBJECT:
PROPOSED ISSUANCE OF LICENSE AMENDMENT FOR WHICH A HEARING HAS BEEN REQUESTED (EPID L-2025-LLA-0097)
This is to inform the Commission that a final no significant hazards consideration determination and license amendment approving changes to extend the full compliance date for the fire protection transition license condition at Palisades Nuclear Plant will be issued on or about November 20, 2025. This action is being taken in response to the license amendment request dated June 24, 2025 (Agencywide Documents Access and Management System Accession No. ML25175A275), as supplemented by \
letter dated September 30, 2025 (ML25274A074).
On July 18, 2025 (90 FR 34019), the NRC published in the Federal Register (FR) an opportunity to request a hearing and an opportunity to comment on its proposed no significant hazards consideration determination. In response, on September 9, 2025 (ML25250A001), the NRC received a hearing request on the license amendment request, as supplemented on November 1, 2025 (ML25305A001) and November 6, 2025 (ML25310A001), from Mr. Alan Blind, on behalf of himself and Jody Flynn, Tom Flynn, Bruce Davis, Karen Davis, Christian Moevs, Mary Huffman, Chuck Huffman, Dianne Ebert, David Simonelli, Terese McCarthy Alsterda, William Connor, and Telene Edington (collectively, the petitioners). Pursuant to the Notice issued by the Secretary of the Commission (ML25274A098), the litigation was suspended during the lapse in appropriations. Litigation is expected to resume shortly after the NRCs funding has been restored.
The NRC also received public comments (available at www.regulations.gov under docket NRC-2025-0313). The NRC staffs consideration of these comments is discussed in its evaluation of the amendment.
In accordance with the Commissions regulations, the State of Michigan was notified of the proposed issuance of the amendments on October 15, 2025. The State official had no comments.
