Covert, MI, 49043 Email:legoetzinger@gmail.com Phone:3174427720 General Comment I am commenting on the NRC's preliminary finding of No Significant Hazards Consideration for Holtecs June 24, 2025 License Amendment Request.
The claim by Holtec that the proposed change to its license conditions is administrative, is not correct. In previous rulings, the NRC has repeatedly communicated regarding serious existing problems with the Palisades fire protection system. Corrective actions have been delayed beyond what the NRC required and are, as far as we know, still not compliant with the NRC standards and thus dangerous. Now that Holtec has a new operating license, it must meet, at least, the minimum NRC requirements for all fire safety equipment and procedures before it can be allowed to open. This must be ensured through NRC inspections now and at required intervals through the life of the license. To do otherwise, puts Holtecs neighbors and the environment at great and unnecessary risk.
I request, respectfully, that the NRC reject Holtecs statement that this situation is administrative in nature.
I further request that the NRC withhold final action on the NSHC determination and license amendment until the Atomic Safety and Licensing Board has fully inspected and reviewed the related safety and legal issues raised in this comment.
