Dear Timothy Knowles:

This email formally transmits the enclosed requests for additional information (RAIs), developed by the U.S. Nuclear Regulatory Commission (NRC) staff as set 1, to support the review of the license application for the Paducah Laser Enrichment Facility. Your application for a new uranium enrichment facility located in McCracken County, Kentucky, was submitted via letter dated June 27, 2025 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML25179A000).

The NRC staff has identified the need for RAIs to support the review of your license application - as the review continues, additional RAIs on other technical topics are possible. The additional information requested in the non-public enclosures to this email should be provided by December 19, 2025, which is 45 days from the date that the draft RAIs were emailed to you on November 4, 2025. To confirm mutual understanding of the issues, the NRC staff held a clarification call with you and your staff on November 7, 2025. The enclosed RAIs reflect the comments received during that call.

Please let us know if you have an interest in holding a call to discuss your draft responses prior to formal submittal, consistent with the NRC staff RAI process described in section 2.10.1(b) of LIC-FM-3, Requests for Additional Information, (ML22208A272). Extending the formal responses beyond the December 18 due date, the need for supplements, or a second round of RAIs may result in an extension of the proposed review schedule beyond January 2027 (ML25202A201).

Enclosures 1 & 2 contain sensitive proprietary information. Accordingly, they are marked as Official Use Only, have been encrypted, placed into the attached security envelope, and are withheld from

public disclosure. A follow-on communication will provide you with instructions on accessing the files. When separated from the sensitive enclosures, this email is decontrolled and will be made publicly available, in accordance with 10CFR 2.390 of the NRCs "Agency Rules of Practice and Procedure."

In accordance with 10 CFR 2.390, Public inspections, exemptions, requests for withholding, of the NRCs Agency Rules of Practice and Procedure, a copy of this email will be available for public inspection in the NRC Public Document Room (PDR) or electronically from the publicly available records component of ADAMS. The PDR is currently open Monday-Friday by appointment only.
