Sodium and Chloride Groundwater Data from Wells Within NRC Licensed Area Accelerated Decomissioning Partners, Crystal River Unit 3 In support of the Nuclear Regulatory Commissions (NRCs) review of the License Termination Plan (LTP) for the Accelerated Decommissioning Partners Crystal River 3 (ADP-CR3) decommissioning project, a virtual meeting was held on 15 May 2024 to discuss several specific issues that were requested to support the NRC review. Specific to the regional setting and local hydrogeology, the NRC staff requested additional data to better understand the extent of increased salinity not just near the APD-CR3 plant structures but below the remaining licensed area.
Figure 1 shows the ADP-CR3 licensed area as well as the associated groundwater network, including several wells used by Duke Energy Florida for their environmental program. Based on the groundwater quality data available, including conductivity, sodium and chloride data, wells across the licensed area have been impacted by seawater. These data are presented in Table 1. It should be noted that all exceedances of the Florida Department of Environmental Protection (FDEP) Groundwater Cleanup Target Levels (CTLs) are highlighted on the table, even though there are site specific FDEP approved background values for salinity (we have assumed that because most of the wells used for the background evaluation were located near the canals, NRC may consider the approved value biased).
To further support the increased salinity within the licensed area, Duke also publishes the groundwater monitoring results required under their Coal Combustion Residual (CCR) program for the Units 4 and 5 Coal Fired Power Plants1; both of these plants are in the licensed area. ADP-CR3 29 May 2024 Page 2 the corresponding analytical data (including chloride) are presented in Attachment A. These data are publicly available and indicate that not only do upgradient wells exceed the site background values for chloride, but many also exceed the associated threshold of chloride in freshwater (approximately 100 micrograms per liter)2, specifically, the results associated with the farthest upgradient wells CCRBW2, CCRW8, and CCRW25 that are located on the northeast and east boundaries of the licensed area.
During the virtual meeting of 15 May 2024, the NRC staff also asked if the salinity levels were too high for crop irrigation or other farming scenarios. There are salt tolerant agricultural options that could be considered, so we could not directly respond that agricultural irrigation is not an option. However, as noted in our memorandum dated 21 March 2024, based on the hydrogeology of the karst setting, any long-term pumping on the aquifer would increase the saltwater intrusion, further degrading groundwater quality and therefore the permit application for water withdrawal would be denied.
Based on the data available from the ADP-CR3 sampling program as well as Dukes CCR program, groundwater beneath the licensed area has elevated salinity, exceeding the FDEP criteria as well as the levels generally associated with freshwater.
