NEXTERA ENERGY POINT BEACH, LLC POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 10 CFR 54.37(b) Report - 2025 FSAR Update REPORT CONSISTENT WITH 10 CFR 54.37(b) ON HOW EFFECTS OF AGING OF NEWLY IDENTIFIED STRUCTURES, SYSTEMS, OR COMPONENTS ARE MANAGED This report addresses the requirements of 10 CFR 54.37(b) for the period between March 1, 2024 (the latest date of last year's report) and September 1, 2025. This review is performed in accordance with Fleet procedure EN-AA-106-1001.

Regulatory Requirements and Guidance 10 CFR 54.37(b)

After the renewed license is issued, the FSAR update required by 10 CFR 50. 71(e) must include any systems, structures, and components newly identified that would have been subject to an aging management review or evaluation of time-limited aging analysis in accordance with §54.21. This FSAR update must describe how the effects of aging will be managed such that the intended function(s) in §54. 4(b) will be effectively maintained during the period of extended operation.

RIS 2007-16, Revision 1 Newlvldentified Svstems. Structures. and Components (SSCs)

The intent of 10 CFR 54.37(b) is to capture those SSCs that, 1/ they had been identified at the time of the license renewal application, would have been subject to an aging management review or evaluation of TLAAs.

In the context of 10 CFR 54.37(b), newly identified SSCs that should be included in the next FSAR update required by 10 CFR 50. 71(e) are those SSCs that meet one of the two following condtlions:

There is a change to the current licensing basis (CLB) that meets the following crtleria:

The change impacts SSCs that were not in scope for license renewal when the NRG approved the license renewal application.

The SSCs would have been in the scope of license renewal based on the CLB change 1/ 10 CFR 54. 4(a) were applied to the SSCs.

SSCs were installed in the plant at the time of the license renewal review that, in accordance w1lh the CLB at the time, should have been included in the scope of license renewal per 1 O CFR 54. 4(a) but were not identified as in scope until after issuance of the renewed license.

SSCs that are plant add/lions or modt'ftcations installed after the renewed license is issued are not subject to the provisions of 10 CFR 54.37(b).

Identification of SSCs under 10 CFR 54.37(b)

The language of 1 O CFR 54. 3 7(b) does not lim1l how or who finds newly ident1'fted SSCs. A licensee may identify SSCs that should be w1lhin the scope of 1ls license renewal program at any time. The NRG staff may also discover newly identified SSCs. One way to identify these SSCs is through the LR-ISG process.

Newly Identified SSC The CLB review entailed the review of changes/ revisions to the Final Safety Analysis Report (FSAR),

Technical Specification (TS), Technical Specification Bases (TSB), Technical Requirements Manual (TRM),

and the Fire Protection Program Design Document (FPPDD). FSAR changes were reviewed based on the FSAR change summary provided with each annual FSAR update. The CLB review results are summarized below.

Newly Identified SSC: None Plant Modification Review NAMS Engineering Changes (EC) Type Design Change Package (DCP) completed (CLOSED status) between 03/01/2024 and 09/01/2025, associated with FSAR, TS, TSB, TRM, FPPDD, AMP or DBD changes I revisions, were reviewed. While most plant modifications include the addition or modification of equipment that does NOT need to be reported under 54.37(b), there is a chance that the plant modification could result in needing to add existing SSCs into scope for License Renewal ("newly identified"). It should be noted that the plant modification process includes consultation for License Renewal consideration during the design phase, because there are potential changes that could affect LR scoping.

AMP Changes do not typically result in any scoping changes. OE typically discusses new or recent examples of degradation or failures, which also typically does not affect scoping. All NextEra Point Beach AMPs have recently undergone review processes under the Subsequent License Renewal Application project, now being reviewed by the NRC. At present, while operating in the period of extended operation for first License Renewal, all AMP Effectiveness Reviews performed per the guidance in NEI 14-12 are current with no scoping issues affecting 54.37(b) were identified.
