PRE-SUBMITTAL PUBLIC MEETING
SUMMARY
Dear Mr. Mudrick:
By letter dated May 9, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24130A126), Constellation Energy Generation, LLC (CEG, or the applicant), submitted a letter of intent to submit a subsequent license renewal application (SLRA) for Nine Mile Point Nuclear Station (NMP1), Unit 1, and an SLRA for R.E. Ginna Nuclear Power Plant (Ginna).
On September 11, 2025, an Observation Meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of CEG. The purpose of the meeting was to discuss the expected content of the upcoming submittal of the safety portion of the SLRAs for NMP1 and Ginna. The meeting notice and agenda dated September 5, 2025, is available at ML25248A297. The applicants presentation is available at ML25248A231. A list of participants is provided as an enclosure to this letter. A similar meeting was held the same day, with a focus on the environmental review. The NRC staff made opening remarks acknowledging that there are current and future activities at the NRC per the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act of 2024, also referred to as the ADVANCE Act of 2024, and Executive Order (EO) 14300, among others, that are focused on conducting rulemaking, making the licensing process more efficient, and reducing licensing review timelines. Staff stated that rulemaking activities likely to affect license renewal would be made public in draft form in February 2026, in accordance with EO 14300. CEG then began the meeting with a presentation on NMP1 and followed that with a separate presentation on Ginna. The slides included a summary of the project team and the organizations supporting the SLRA, a brief background on the initial license renewal applications, power uprate history, and license renewal inspection timeline and results, as applicable.
CEG also discussed its approach to developing the SLRAs. The applicant indicated that it intends to leverage the format and content contained in NUREG-2192, Standard Review Plan for Review of Subsequent License Renewal Applications for Nuclear Power Plants (SRP-SLR),

C. Mudrick Revision 1, NUREG-2191, Generic Aging Lessons Learned for Subsequent License Renewal (GALL-SLR) Report, Revision 1, and Regulatory Guide 1.188, Revision 2, Standard Format and Content for Applications to Renew Nuclear Power Plant Operating Licenses, in the development of its applications. The applicant stated that they intend to address previous applicable NRC Requests for Additional Information, Requests for Confirmation of Information, published breakout questions. CEG stated that they also intend to apply lessons learned from previous industry license renewal projects. Of note, the applicant stated that they used Artificial Intelligence to search the Corrective Action Program and identify Issue Reports with potential aging effects, previously used for the Dresden SLRA.
CEG then presented their approach toward Operational Experience reviews, scoping and screening, Aging Management Reviews, Aging Management Programs (AMPs), and Time-Limited Aging Analyses. The slides detailed the type of preliminary AMPs (i.e., existing or new programs) and the consistency of the programs with the GALL-SLR (i.e., consistent, presence of enhancements, and presence of exceptions). The applicant presented slides with preliminary AMPs that had notable exceptions to GALL-SLR and a synopsis of the exception.
Further, the applicant provided the proposed AMP tiering for each SLRA (i.e., Confirmation, Modified, and Standard).
During the lessons learned portion of the presentation, NRC staff provided observations from recent SLRAs. These include the approach toward exceptions as it relates to topical reports, audit portal availability, and the review of previous breakout questions. Additionally, NRC staff stated that they believe NMP1 uses sacrificial anodes instead of an impressed-current cathodic protection system, which is unique to the operating fleet. The NRC staff mentioned that this could pose unique aspects to the SLRA review and may warrant an additional public meeting for discussion.
The applicant stated they intend to submit the SLRA for NMP1 on March 25, 2026, and the SLRA for Ginna on June 17, 2026. No comments or questions were provided by members of the public.
