FINAL SAFETY EVALUATION FOR THE TOPICAL REPORT QUALITY ASSURANCE PROGRAM DESCRIPTION FOR DOMINION ENERGY NEW NUCLEAR PROGRAM, REVISION 1 (EPID NO. L-2025-TOP-0004)
Dear Ms. LaFrance:
By letter dated February 19, 2025, Dominion Energy Services, Inc., (Dominion Energy),
submitted Topical Report (TR) Dominion Energy, New Nuclear Quality Assurance Program Description, DOM-QA-3, Revision 0 (hereafter referred to as NN QAPD TR). (Agencywide Document Access Management Systems (ADAMS) Accession No. ML25051A248).
By email transmittal dated March 21, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff accepted the NN QAPD TR (ML25073A134). The NRC staff provided the initial set of information needs (ML25122A173) and held a public meeting with Dominion Energy on May 20, 2025 (ML25163A097) to discuss the NRC staffs information needs. By letter dated July 1, 2025, Dominion Energy submitted Revision 1 of the Dominion Energy NN QAPD TR for the NRC staffs review (ML25182A367). By email transmittal dated August 14, 2025, the NRC staff shared the draft safety evaluation (SE) with Dominion Energy (ML25206A088).
The enclosed final SE is being provided to Dominion Energy, because the NRC staff has found NN QAPD TR, Revision 1, acceptable for referencing in licensing actions to the extent specified and under limitations and conditions delineated in the TR. The final SE defines the basis for the NRC staffs acceptance of the TR.
The NRC staff requests that Dominion Energy publish an approved version of this TR within 3 months of receipt of this letter. The approved version should incorporate this letter and the enclosed SE after the title page. The approved version should include a -A (designating approved) following the TR identification symbol.
