Dear Mr. Baker:
By letter dated February 19, 2025, Dominion Energy Services, Inc., (Dominion Energy), submitted Topical Report (TR) Dominion Energy, New Nuclear Quality Assurance Program Description, DOM-QA-3, Revision 0 (hereafter referred to as NN QAPD TR). (Agencywide Document Access Management Systems (ADAMS) Accession No. ML25051A248).
The U.S. Nuclear Regulatory Commission (NRC) staff provided the initial set of information needs (ML25122A173) and held a public meeting with Dominion Energy on May 20, 2025 (ML25163A097) to discuss the NRC staffs information needs. By letter dated July 1, 2025, Dominion Energy submitted Revision 1 of the Dominion Energy NN QAPD TR for NRC staffs review (ML25182A367).
The NRC staff completed its review of the Dominion Energy NN QAPD TR, Revision 1 for compliance to Appendix B, Quality Assurance Criteria for Nuclear Power Plants and Fuel Processing Plants, to Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Domestic Licensing of Production and Utilization Facilities. Based upon the draft safety evaluation (SE), the NRC staff concluded that the Dominion Energy NN QAPD TR, complies with the applicable requirements in Appendix B to 10 CFR Part 50.
A copy of the draft SE has been uploaded to the Dominion Energy external SharePoint site to complete a proprietary and factual review. Your response is requested back to the NRC within 14 business days from the date of this email. The final SE will be issued after making any necessary changes once Dominion Energy completes a proprietary and factual review of the draft SE.
