BEAVER VALLEY POWER STATION, UNIT NOS. 1 AND 2 - STAFF ASSESSMENT OF UPDATED SEISMIC HAZARDS FOLLOWING THE NRC PROCESS FOR THE ONGOING ASSESSMENT OF NATURAL HAZARDS INFORMATION

Dear Mr. Blair:

The purpose of this letter is to document the U.S. Nuclear Regulatory Commission (NRC) staffs assessment of seismic hazards at Beaver Valley Power Station (Beaver Valley) Units 1 and 2 following its Process for the Ongoing Assessment of Natural Hazards Information (POANHI) which was initiated in response to a new seismic ground motion model for the central and eastern North America hazards.1 In response to this new information, the NRC staff developed an initial set of thirteen sites for which a more detailed evaluation of seismic hazards and plant response would be performed.

This initial list included Beaver Valley. The NRC staff evaluated the selected sites in order of those most likely to warrant further evaluation or regulatory action. To date ten site evaluations have been performed and, in all ten cases, the NRC staff has determined that no additional regulatory action was warranted. Considering the reduced likelihood of regulatory actions resulting from further reviews, the NRC staff has concluded that no further regulatory evaluation or action is warranted for Beaver Valley under the POANHI process.

Although the NRC staff is taking no further action at this time, new hazard information may be considered in the context of potential future evaluations of the site by the NRC staff (e.g., future license amendment requests) consistent with agency policy procedures (e.g., NRC Management Directive 8.4, Management of Backfitting, Forward Fitting, Issue Finality, and Information Requests).
