Dear Kelly L. Fitch,

The U.S. Nuclear Regulatory Commission (NRC) staff has completed an acceptance review of the submittal from American Centrifuge Operating, LLC., dated July 10, 2025 (ML25198A104), requesting approval of changes to SEC-18-0002 entitled Information System Security Plan (ISSP) for Oak Ridge, TN; Piketon, OH; and Bethesda, MD, and new document SEC-25-0002 entitled Interconnection Security agreement (ISA) Between the Balance Stand Production System (BSPS) and Classified Services Network (CSN).

We have completed our acceptance review of your submittal and have identified no administrative omissions or deficiencies that would prevent us from proceeding with a detailed review. Your submittal has been assigned Enterprise Project Identification Number (EPID) L-2025-SPR-0007. Please reference that EPID number and Docket Number 70-7004 in any future correspondence associated with this request.

Please note that the NRC staffs technical review of your submittal may identify issues that require additional information. Based on our preliminary evaluation and projection of current review schedules, we anticipate completing our formal review by your requested date of September 30, 2025. Please note that this date could change depending on the findings of our technical review, urgent assignments, or other factors. We will promptly communicate any significant changes to this schedule. In addition, the NRC staff estimates that completing the review of your submittal will require approximately 80 staff hours, which corresponds to

$25,840.00 ($323.00/hr.). This is consistent with historical schedule and resource expenditures for similar security plan reviews of 80-100 hours.

NRC staff will focus their review on the most risk significant items and narrowly focus on the changes included in the amendment. The schedule below is based, in part, on several assumptions: (1) ACO providing request for additional information (RAI) responses within 14 days of receiving draft RAIs, unless another date is agreed upon, (2) RAI responses resolving issues with limited need for follow-up RAIs, (3) clarification calls and audits being scheduled and conducted promptly, and (4) any additional supporting non-docketed information being provided timely. To achieve this schedule, the NRC staff intends to engage ACO frequently to resolve open items and address emerging technical and regulatory issues. Not meeting these assumptions could result in changes to the review schedule. The NRC requests that ACO inform us in writing, as early as possible, should potential delays arise in its support of the schedule.
