Dear Craig Erlanger:
The purpose of this letter is to submit proposed changes to the U.S. Nuclear Regulatory Commission (NRC) for review and approval to support manufacturing readiness and preparation for expanding manufacturing capabilities at the Technology Manufacturing Center in Oak Ridge, TN. These proposed changes are contained within the following security plans:
SEC-18-0002, Information System Security Plan (ISSP) for Oak Ridge, TN; Piketon, OH,*
and Bethesda, MD New document SEC-25-0002, Interconnection Security Agreement (ISA) Between the Balance Stand Production System (BSPS) and Classified Services Network (CSN)

Craig Erlanger July 10, 2025 CUI // SP-EXPT /SP-SRI// NOFORN Security-Related Information-Withhold Under 10 CFR 2.390 Export Controlled Information ACO 25-0056, Page 2 provides a detailed description,justification, and ACO's significance determination for the proposed changes. Enclosure 2 provides the proposed changes for SEC-18-0002. Enclosure 3 provides the new document SEC-25-0002. These proposed changes were determined not to decrease the effectiveness of the Security Programs/Plans in accordance with 10 Code of Federal Regulations (CFR) 70.32; however, were determined to be a substantive change in accordance with 10 CFR 95.19 and as well as National Institute of Standards and Technology (NIST) 800 Special Publication (SP)-37, Revision 2, Risk Management Framework/or Information Systems and Organizations.
Enclosures 1, 2, and 3 contain Security-Related Information and ACO requests these enclosures be withheld from public disclosure pursuant to 10 Code of Federal Regulations (CFR) 2.390(d)(l).
Additionally, Enclosures 2 and 3 have been determined, in accordance with the guidance provided by U.S. Department of Energy, to contain Export Controlled Information and must be protected from disclosure per the requirements of 10 CFR Part 810.
After the NRC staff have had an opportunity to review the enclosures, ACO is available to support any discussions to address questions, clarify issues, or host additional onsite walkdowns of the proposed changes. ACO respectfully requests NRC complete their review and approval on or before September 30, 2025, to support the ongoing schedule for manufacturing readiness and expansion.
