INDIAN POINT ENERGY CENTER - ACCEPTANCE REVIEW OF LICENSE AMENDMENT REQUEST TO TERMINATE NUCLEAR REGULATORY COMISSION PREEMPTION AUTHORITY AT INDIAN POINT ENERGY CENTER (L-2025-LLN-0011)
Dear Jean Fleming:
The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your letter dated July 23, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25204A155), as supplemented on August 19, 2025 (ML25231A152), requesting the NRC review and approval of the license amendment request to terminate the NRC preemption authority at the Indian Point Energy Center (IPEC). The NRC staff performed an acceptance review of your application to determine if the application contains sufficient technical information to allow the staff to complete the detailed technical review.
The purpose of this letter, based on the NRC staffs acceptance review, is to inform you that we have not identified any administrative omission or deficiencies that would prevent us from proceeding with a detailed review. Your submittal is accepted for a detailed technical review and is assigned Enterprise Project Identification Number (EPID) L-2025-LLN-0011. Please reference this EPID number with Docket Numbers50-003, 50-247, 50-286 and 72-051 in any future correspondence associated with this request.
Please note that the NRC staffs technical review of your submittal may identify issues that require additional information. Based on our preliminary evaluation and projection of current review schedules, we anticipate completing our formal review by December 15, 2025. This date could change depending on the findings of our technical review, urgent assignments, or other factors. We will promptly communicate any significant changes to this schedule. In addition, the NRC staff estimates that completing the review of your submittal will require approximately 60 staff hours.
In accordance with 10 CFR 2.390, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS. ADAMS is accessible from the NRC Website at http://www.nrc.gov/reading-rm/adams.html. Please note that the enclosure to your letter contains sensitive, security-related information, and is therefore deemed Official Use Only. It will not be placed in the Public Document Room, nor will it be publicly available in the NRC ADAMS.
