License Amendment Request to Terminate Nuclear Regulatory Commission Preemption Authority at Indian Point Energy Center In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 50.90, 10 CFR 73.15(r)(1)(i) and 10 CFR 73.4, Holtec Decommissioning International, LLC (HDI) hereby requests U.S. Nuclear Regulatory Commission (NRC) review and approval of a license amendment request (LAR) to change the facility licenses (FL) to terminate the Indian Point Energy Center (IPEC) stand-alone preemption authority granted under Section 161A, originally approved on January 5, 2016 (Reference 1).

The Enclosure to this letter provides a description and evaluation of the proposed License Condition changes. The evaluation includes the regulatory evaluation, the no significant hazards consideration determination, and the environmental considerations.

The Enclosure to this letter contains Sensitive Unclassified Non-Safeguard Information-Security Related Information (SUNSI-SRI) and should be withheld in accordance with 10 CFR 2.390 (d)(1). A separate redacted copy of this letter will be made publicly available per 10 CFR 2.390(a).

HDI requests review and approval of the proposed license amendments by December 15, 2025.
