APPROVAL FOR USE OF NUCLEAR ENERGY INSTITUTE 05-05, FORCE-ON-FORCE CONTROLLER RESPONSIBILITIES GUIDELINE, REVISION 7, DATED JULY 2025
Dear Susan H. Perkins:
On March 5, 2025, Michael Whitlock submitted a letter (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25065A019) on behalf of the Nuclear Energy Institute (NEI) to the U.S. Nuclear Regulatory Commission (NRC) containing the proposed Revision 7 of NEI 05-05, Force-on-Force Exercise Controller Responsibilities Guideline, for NRC review and endorsement.
Via closed noticed meetings on April 24, 2025 (ML25120A225), May 6, 2025 (ML25134A004), and June 9, 2025 (ML25162A177), the NRC staff provided comments on NEI 05-05, Revision 7, and discussed resolution of NRC concerns. As a result, on July 9, 2025, NEI submitted an updated draft for NRC review. On July 23, 2025, the NRC staff provided some additional comments via email to ensure mutual alignment with the outcomes of the public meetings. On July 23, 2025, NEI submitted its final draft of Revision 7 of NEI 05-05.
The NRC staff has completed its review of NEI 05-05, Revision 7, dated July 2025, and concluded that all comments have been adequately addressed. Therefore, the NRC has concluded that NEI 05-05, Revision 7, is acceptable for use by NRC licensees. The NRCs approval of NEI 05-05 is not intended to provide endorsement or approval of any references included in the guidance document.
