Closed Meeting Purpose of Meeting: The U.S. Nuclear Regulatory Commission (NRC) met with the Nuclear Energy Institute (NEI) to discuss the submittal of Revision 7 to NEI guidance document 05-05, Force-on-Force Exercise Controller Responsibilities Guideline, for NRC review and acceptance for use. The NRC did not endorse a position during this meeting.

General Details: The meeting was attended by 9 NRC personnel and 16 from the Nuclear Energy Institute (NEI), licensees, and Barrier Island Consulting. The meeting started at 10:00 am EST and was completed by 1:20 pm EST, in accordance with the anticipated schedule. The meeting was closed due to discussion of security-related information.

Summary of Presentation: The NRC staff provided comments and concerns for NEI consideration on Revision 7 to NEI 05-05. The NRC staff also asked NEI and Industry participants for clarification on changes incorporated in the revision. NRC comments focused on ensuring the document can be used for enhancing realism in both NRC-evaluated FOF exercises and licensee-conducted exercises, consistency across NRC documents and regulations, and alignment with Design Basis Threat attributes.

Action Items/Next Steps: The NRC committed to review the NEI 05-05 document and assess it for acceptability for use. The NRC also committed to hold an additional public meeting to discuss three items that needed follow-up with subject matter experts.
