Closed Meeting Purpose of Meeting: The U.S. Nuclear Regulatory Commission (NRC) held a workshop with the Nuclear Energy Institute (NEI) to discuss specific topics that were identified during the April 24, 2025, public meeting for the submittal of Revision 7 to NEI guidance document 05-05, Force-on-Force Exercise Controller Responsibilities Guideline, for NRC review and acceptance for use. The NRC did not endorse a position during this meeting.
General Details: The meeting was attended by 4 NRC personnel and 8 from the Nuclear Energy Institute (NEI), licensees, and Barrier Island Consulting. The meeting started at 12:00 pm EST and was completed by 2:30 pm EST, in accordance with the anticipated schedule. The meeting was closed due to discussion of security-related information.
Summary of Presentation: NEI presented sensitive details on specific topics from NEI 05-05 that were identified during the previous public meeting. The NRC staff provided comments and concerns for NEI consideration on those topics. NRC comments focused on ensuring enhanced realism in both NRC-evaluated FOF exercises and licensee-conducted exercises while aligning with Design Basis Threat attributes.
Action Items/Next Steps: The NRC committed to review the NEI 05-05 document and assess it for acceptability for use. The NRC also committed to hold additional public meetings to discuss NEI 05-05 as necessary.
