SUMMARY
OF JUNE 3, 2025, MEETING WITH THE NATIONAL ORGANIZATION OF TEST, RESEARCH, AND TRAINING REACTORS On June 3, 2025, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the National Organization of Test, Research, and Training Reactors (TRTR). The purpose of this meeting was to discuss rulemaking, licensing, oversight, and upcoming meetings related to the TRTR community. The meeting notice and agenda, dated May 7, 2025, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25127A267. A list of meeting attendees is enclosed. The following is a description of the meeting topics.
The NRC staff discussed the progress of the revision of NUREG-1478, Operator Licensing Examiner Standards for Research and Test Reactors, Revision 3. The NRC staff informed the TRTR that the draft revision of the NUREG-1478 is progressing and is anticipated to be published for public comment. NRC staff informed TRTR it is unknown what, if any, impact the Federal Register Notice (FRN) process changes in an Executive Order might have on the release of the draft NUREG-1478. Any information negatively impacting the release timeline will be provided once it is available. NRC staff shared with the community the transition from NRC Box to SharePoint External Sharing is projected for Fall 2025. NRC staff appreciate those facilities that volunteered to assist with testing the service prior to its release. NRC staff discussed operator licensing trends and provided recommendations for development and/or adherence to training, requalification, and staff development requirements.
The Order implementing the Non-power Production and Utilization Facility (NPUF) License Renewal Rule was published in the Federal Register on February 12, 2025, and a schedule has been published for licensees to submit updated safety analysis reports. Regulatory Guide 2.7, Preparation of Updated Final Safety Analysis Reports for Non-Power Production or Utilization Facilities, is available at this webpage.
The NRC staff provided updates on the NRCs implementation of the ADVANCE Act and noted that NRC has established public websites to inform and engage external stakeholders on this topic. The websites include an interactive dashboard to help stakeholders stay informed on the NRCs progress in implementing requirements of the act. The websites can be accessed at:

A presentation was made on Web-based, encrypted, fillable, DOE/NRC Forms 741, NUCLEAR
MATERIAL TRANSACTION REPORT, 742, MATERIAL BALANCE REPORT, and 742C, PHYSICAL INVENTORY LISTING. for licensees transferring/receiving 1gram or greater quantities of special nuclear material or reconciling annual nuclear material inventories. The newly available fillable forms reduced paperwork and reporting burdens for license holders while improving the quality and accuracy of data submitted to the Nuclear Materials Management and Safeguards System (NMMSS). The 2025 TRTR Annual Conference will be hosted by the Texas A&M Engineering Experiment Station in College Station, Texas from September 8 - 12, 2025.
