SUBJECT:

SUMMARY

OF JUNE 18, 2025, MEETING WITH CONSTELLATION ENERGY GENERATION, LLC, RELATED TO THE PLANNED LICENSE AMENDMENT REQUEST FOR CLINTON POWER STATION, UNIT NO. 1 (EPID L-2025-LRM-0079)

On June 18, 2025, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Constellation Energy Generation, LLC (Constellation, the licensee) via webinar. The purpose of the meeting was for the NRC staff to discuss a proposed license amendment request (LAR) for Clinton Power Station, Unit No. 1 (Clinton). The LAR would update the methodology used at Clinton for performing reactor protection system Main Steam Isolation Valve (MSIV) closure response time testing. The meeting notice and agenda dated June 12, 2025, are available in the Agencywide Documents Access and Management Systems (ADAMS) Accession No. ML25163A187. The enclosure to this summary contains a list of attendees.

The licensee presented information from the slides contained in ML25182A286 to provide an overview of the proposed change to revise the Clinton Updated Safety Analysis Report (USAR) to approve current MSIV closure Reactor Protection System response time testing as an NRC-approved methodology.

During the presentation, the NRC staff and Constellation representatives discussed the following:

The NRC staff confirmed that the monitored parameter for the testing is the MSIV stem position.

The NRC staff asked if the licensee could include a diagram depicting the test configuration in their application. The licensee representative confirmed that they would include a diagram in their submittal.

The NRC staff asked questions related to individual components within the testing circuitry and response times associated with those components. The licensee confirmed that they measure the component response times independently and then apply the longest time for the circuitry.

The NRC staff asked for specifics related to the design of the limit switch, including brand and model, which the licensee provided.

The NRC staff asked questions pertaining to the calibration procedure and frequency of both calibration and functional testing, noting that there could be degradation over time. The licensee responded and agreed to provide details related to calibration and functional test frequency in their application, including how the calibration procedure will monitor for degradation.

There were no members of the public in attendance. Public meeting feedback forms were not received. No regulatory decisions were made at this meeting.
