U.S. NUCLEAR REGULATORY COMMISSION ACCEPTANCE REVIEW FOR THE WESTINGHOUSE ELECTRIC COMPANY TOPICAL REPORT WCAP-18951-P/NP, REVISION 1, TRITON11 REFERENCE FUEL DESIGN (EPID: L-2025-TOP-0020)
Dear Mr. Ewing,
By letter dated May 28, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25149A002), Westinghouse Electric Company (Westinghouse) submitted Topical Report (TR) WCAP-18951-P/NP, Revision 1, TRITON11 Reference Fuel Design (Proprietary/Non-Proprietary), for the U.S. Nuclear Regulatory Commission (NRC) staffs review and approval. By the abovementioned letter, Westinghouse also withdrew in its entirety Revision 0 of TR WCAP-18951-P/NP, TRITON11 Reference Fuel Design, that was previously submitted to the NRC and was undergoing the acceptance review at the time of Westinghouses request. The NRC acknowledged the Westinghouses request to withdraw Revision 0 and halted that review closing EPID: L-2025-TOP-0010 on May 29, 2025. By letter dated June 17, 2025 (ML25169A079), Constellation submitted Intent to Use Westinghouse Topical Reports WCAP-18951-P/NP, Revision 1 and WCAP-18950-P/NP, Revision 0.
The NRC staff has found that TR WCAP-18951-P/NP, Revision 1, TRITON11 Reference Fuel Design, contains sufficient information to begin its detailed technical safety review. Given the lesser scope and depth of the acceptance review, as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review.
You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.
The estimated review schedule milestones are provided in the table below:

August 17, 2026 NRC to Issue Verification September 8, 2026 This schedule takes into consideration the NRCs current review priorities and available technical resources which may be subject to change. If modifications to these dates are deemed necessary, we will provide revisions/updates to this information. To support a more efficient review process, the NRC is setting a goal of a 15 percent improvement in timeliness and resources. Accordingly, our estimate for this review is 975 hours0.0113 days <br />0.271 hours <br />0.00161 weeks <br />3.709875e-4 months <br /> total review time including project management time within a 15-month review timeframe (based on the best estimate of 1,150 hours0.00174 days <br />0.0417 hours <br />2.480159e-4 weeks <br />5.7075e-5 months <br /> and an 18-month schedule). The schedule takes into consideration NRCs current review priorities and available technical resources which may be subject to change.
If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date of significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager. The review schedule milestones and estimated review costs were discussed and agreed upon between Nathaniel Mackereth, Westinghouse, and the NRC staff on July 3, 2025.
Section 170.21 of Title 10 of the Code of Federal Regulations requires that TRs are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, the NRC staff-hours will be billed accordingly.
