Good day,
The U.S. Nuclear Regulatory Commission (NRC) staff is conducting a review of the environmental effects of the proposed renewal of the operating license for Clinton Power Station, Unit 1 (CPS) for an additional 20 years. CPS is operated by Constellation Energy Generation, LLC (CEG), and is located in Clinton, Illinois. CEG submitted an application for the license renewal in a letter dated February 14, 2024, pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants.
As part of the review, the NRC staff has prepared a draft plant-specific supplemental environmental impact statement (SEIS) to its Generic Environmental Impact Statement for License Renewal of Nuclear Plants (LR GEIS), NUREG-1437, Supplement 63. As stated in our letter dated April 30, 2024 (ML24103A099), and in accordance with 36 CFR 800.8(c), the NRC is complying with Section 106 of the National Historic Preservation Act of 1966, as amended, through the National Environmental Policy Act of 1969, as amended, process.
As discussed in the draft SEIS, the NRC staffs preliminary determination is that license renewal would have no adverse effect to historic properties. Further, the NRCs preliminary recommendation is that the environmental impacts of license renewal for CPS are not so great that preserving the option of license renewal for energy-planning decision-makers would be unreasonable.
Pursuant to 36 CFR 800.8(c), we are requesting your comments on the draft SEIS and on the NRC staffs preliminary determination and recommendation. Comments, questions, and concerns may be submitted to Beau Goldstein, staff archaeologist at Beau.Goldstein@nrc.gov.
