THE U.S. NUCLEAR REGULATORY COMMISSION STAFFS ACCEPTANCE OF FRAMATOMES TOPICAL REPORT, ANP-10300, REVISION 1, SUPPLEMENT 1P, REVISION 0, AURORA-B: ADDRESSING L&Cs 11, 12, AND 18 (EPID L-2025-TOP-0023)
Dear Ms. Elliott:
By letter dated June 16, 2025 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML25167A304), Framatome, Inc. (Framatome) submitted Topical Report (TR) ANP-10300, Revision 1, Supplement 1P, Revision 0, AURORA-B:
Addressing L&Cs [Limitations and Conditions] 11, 12, and 18, for U.S. Nuclear Regulatory Commission (NRC) staffs review and approval. As stated in your letter, the intent of this supplement is to provide additional information and/or guidance to address L&Cs 11, 12, and 18 found in the approved Safety Evaluation (SE) of the approved TR ANP-10300P-A, Revision 1.
Framatome is requesting approval of ANP-10300, Revision 1, Supplement 1P, Revision 0, within 1-year of the submittal. A pre-submittal meeting was held on June 6, 2024 (ML24157A353). The NRC staff also held a post submittal meeting with Framatome representatives on July 29, 2025 (ML25217A546) to get clarification on the TR request pertaining to L&Cs 11, 12, and 18.
The NRC staff has found that ANP-10300, Revision 1, Supplement 1P, Revision 0, contains sufficient information to begin its detailed technical safety review. However, at the July 29, 2025, public meeting, the NRC staff discussed several potential technical challenges associated with L&C 12 with Framatome representatives. The NRC staff notes that these technical challenges could cause delays to the initial planned schedule and increase the planned level of effort if these issues are not resolved in a timely manner. A summary of the potential technical challenges is provided in proprietary Enclosure 2. A nonproprietary version is enclosed as.
NOTICE: Enclosure 2 to this letter contains Proprietary Information. When this letter is separated from Enclosure 2, this letter is decontrolled.

The schedule milestones and assumptions are provided in the enclosed Initial Review Schedule. To support a more efficient review process, the NRC staff is setting a 15 percent reduction goal in the resource hours and schedule timelines. As such, the NRC staff has determined that a 10-month review schedule and 490 hours0.00567 days <br />0.136 hours <br />8.101852e-4 weeks <br />1.86445e-4 months <br /> is appropriate. Please note that the estimated hours include a 15 percent reduction based on the best estimate of 560 hours0.00648 days <br />0.156 hours <br />9.259259e-4 weeks <br />2.1308e-4 months <br /> and a 12-month schedule. The schedule takes into consideration the NRCs current review priorities and available technical resources which may be subject to change.
If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date of significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager. The review schedule milestones and estimated review costs were discussed and agreed upon between Alan Meginnis and the NRC staff on August 19, 2025.
Section 170.21 of Title 10 of the Code of Federal Regulations requires that TRs are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, NRC staff hours will be billed accordingly.
