11 11 COBA Testing to Date Cobalt-60 Pre-Submittal Meeting CFD Validation Testing

Performed at WEC Churchill facility at PWR conditions: pressure, temperature, thimble tube flow, capsule heating

Flow rates measured in COBA rodlet, and thimble tube are similar to flow rates predicted in prior CFD analysis and other hydraulic predictions

Confirms that boiling does not occur for expected normal operating conditions in reactor Wear Testing

Also performed at WEC Churchill facility at PWR conditions

Unlike CFD testing, capsule heating was excluded in place of production capsules and slugs

The first COBA article showed no discernable wear after 6 weeks of testing.

The second COBA article just completed a 3-month duration and is currently being evaluated.

LR-N25-0057 Westinghouse Affidavit Supporting Withholding Proprietary Information from Public Disclosure

Westinghouse Non-Proprietary Class 3 AFFIDAVIT CAW-25-026 Page 1 of 3 Commonwealth of Pennsylvania:

County of Butler:

(1)

I, Jerrod Ewing, Manager, Operating Plants Licensing, have been specifically delegated and authorized to apply for withholding and execute this Affidavit on behalf of Westinghouse Electric Company LLC (Westinghouse).

(2)

I am requesting the proprietary portions of LR-N25-0057 be withheld from public disclosure under 10 CFR 2.390.

(3)

I have personal knowledge of the criteria and procedures utilized by Westinghouse in designating information as a trade secret, privileged, or as confidential commercial or financial information.

(4)

Pursuant to 10 CFR 2.390, the following is furnished for consideration by the Commission in determining whether the information sought to be withheld from public disclosure should be withheld.

(i)

The information sought to be withheld from public disclosure is owned and has been held in confidence by Westinghouse and is not customarily disclosed to the public.

(ii)

The information sought to be withheld is being transmitted to the Commission in confidence and, to Westinghouses knowledge, is not available in public sources.

(iii)

Westinghouse notes that a showing of substantial harm is no longer an applicable criterion for analyzing whether a document should be withheld from public disclosure. Nevertheless, public disclosure of this proprietary information is likely to cause substantial harm to the competitive position of Westinghouse because it would enhance the ability of competitors to provide similar technical evaluation justifications and licensing defense services for commercial power reactors without commensurate expenses. Also, public disclosure of the information would enable others to use the information to meet NRC requirements for licensing documentation without purchasing the right to use the information.

Inc.

, a corporation incorporated under the laws of Canada, having a place of business at 447 March Road, Ottawa, Ontario, Canada, K2K 1X8.

(2)

I am requesting the proprietary portions of PSE-25-105 be withheld from public disclosure under 10 CFR 2.390 on the basis of trade secret, privilege, and/or as confidential commercial or financial information.

(3)

Pursuant to 10 CFR 2.390, the following is furnished for consideration by the Nuclear Regulatory Commission as the justification and basis upon which the information is sought to be withheld from public disclosure.

(i)

The information sought to be withheld from public disclosure is owned and has been held in confidence by Nordion and is not customarily disclosed to the public.

(ii)

The information sought to be withheld is being transmitted to the Commission in confidence and, to s knowledge, is not available in public sources.

(iii)

Public disclosure of this proprietary information is likely to cause substantial disadvantage and harm to the competitive position of Nordion, as it could enhance the ability of competitors to implement and/or employ the information for use in producing isotopes, including but not limited to, cobalt-60, cobalt-60 development and/or reactor licensing activities, with respect to reactor based cobalt-60 production (including in PWR commercial power reactors), without incurring commensurate cost of development and/or related licensing.

(4)

Nordion proprietary information is requested to be held in confidence and not publicly disclosed on the basis of the identified justifications as set out below, as the public disclosure of such

      • This record was final approved on 06/17/2025 18:29:13. (This statement was added by the PRIME system upon its validation)

AFFIDAVIT proprietary information could result in the loss of an existing or potential competitive advantage, as follows:

(a)

The proprietary information reveals the distinguishing aspects of a process (or component, structure, tool, method, etc.) where public disclosure and/or use of the proprietary information could constitute an economic and/or competitive disadvantage to Nordion.

(b)

The proprietary information consists of supporting data, including test data, relative to a process (or component, structure, tool, method, etc.), the non-disclosure of which protects associated economic and/or competitive economic advantage (e.g., by optimization or improved marketability).

(c)

Use of the proprietary information by a competitor could reduce such expenditure of resources and/or provide an advantage to such position in the design, manufacture, shipment, installation, assurance of quality, or licensing of a similar process, method or product.

(d)

The proprietary information includes and reveals cost and/or price information, production capacities, budget information, or commercial strategies of Nordion, its customers or suppliers.

(e)

The proprietary information includes and reveals past, present, or future Nordion or customer funded development plans and/or programs of potential commercial value to Nordion.

(f)

The proprietary information includes patentable subject matter and/or ideas, for which patent protection may be sought.

(5)

The attached documents are bracketed and marked to indicate the basis for withholding the proprietary information from public disclosure. The justification for withholding from disclosure is indicated in both versions of the enclosed document by noting the applicable justification by assigning lower-case letters item 4 (a) through (f) above, as a superscript (i) immediately following the brackets identifying such proprietary information or (ii) in the margin opposite such proprietary information, and is proprietary information Nordion customarily holds in confidence.
