SUBJECT:

RENEWAL OF RENEWED FACILITY OPERATING LICENSE FOR PERRY NUCLEAR POWER PLANT, UNIT 1 The U.S. Nuclear Regulatory Commission (NRC) staff has completed its safety and environmental reviews of the license renewal application (LRA) for Perry Nuclear Power Plant (Perry), Unit 1. Staff Requirements Memorandum (SRM)-SECY-02-0088, Staff Requirements SECY-02-0088Turkey Point Nuclear Plant, Units 3 and 4, Renewal of Full-Power Operating Licenses, dated June 5, 2002 (Agencywide Documents Access and Management System Accession No. ML021560479), authorizes the Director of the Office of Nuclear Reactor Regulation (NRR) to issue all future uncontested license renewals without prior Commission authorization once the Director of NRR has made the appropriate findings. In accordance with SRM-COMSECY-05-0025, Staff RequirementsCOMSECY-05-0025Renewal of Full-Power Operating License for Arkansas Nuclear One, Unit 2, dated July 25, 2005 (ML052060234), the staff is informing the Commission that it plans to issue Renewed Facility Operating License No. NPF-58 for Perry, Unit 1, on July 7, 2025.

The staff reviewed the Perry LRA, submitted by letter dated July 3, 2023 (ML23184A081), as supplemented by the following letters in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 51, Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions, and 10 CFR Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants.

The staff documented the results of its environmental review in a final supplemental environmental impact statement, which was made publicly available on April 30, 2025, as NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 61, Regarding License Renewal of Perry Nuclear Power Plant, Final Report (ML25113A032).

The NRC staff has determined that the renewed license for Perry, Unit 1, satisfies all applicable NRC regulations and should be granted. The renewed license will become effective immediately upon issuance. The Director of NRR has prepared a record of decision as required by 10 CFR 51.102, Requirement to provide a record of decision; preparation, and 10 CFR 51.103, Record of decisiongeneral, and is prepared to issue Renewed Facility Operating License No. NPF-58 for Perry, Unit 1, on July 7, 2025.
