The U.S. Nuclear Regulatory Commission (NRC) staff is issuing for public comment the draft Supplement 21, Second Renewal, to the Generic Environmental Impact Statement (GEIS) for License Renewal of Nuclear Plants, NUREG-1437, regarding the subsequent renewal of Renewed Facility Operating License No. DPR-33, DPR-52, and DPR-68, for an additional 20 years for the Browns Ferry Nuclear Plant (Browns Ferry), Units 1, 2, and 3.
In April 2024, the NRC staff invited your office to participate in the environmental scoping process regarding this project (see letter at this link - ML24102A042). We are now inviting you to review and comment on the draft Supplemental Environmental Impact Statement (SEIS).
The draft SEIS includes the preliminary analysis that evaluates the environmental impacts of the proposed action and alternatives to the proposed action. As discussed in the draft SEIS, the NRC staffs preliminary recommendation is that the adverse environmental impacts of the Browns Ferry subsequent license renewal are not so great that preserving the option for energy-planning decision-makers would be unreasonable. Additionally, the NRC staff has concluded that the proposed action subsequent license renewalwould not adversely affect known historic properties or historic and cultural resources.

In accordance with the NRCs January 9, 2017, Tribal Policy Statement (82 FR 2402), the NRC wishes to ensure that State-recognized Tribes are afforded the opportunity to participate in the NRCs licensing and regulatory processes. The NRC invites you to submit comments on the draft SEIS and on the NRC staffs preliminary determination and recommendation by July 14, 2025.
