OF MAY 27, 2025, REGARDING POTENTIAL LICENSE AMENDMENT REQUEST CHANGE TO SURVEILLANCE REQUIREMENTS FOR MODERATOR TEMPERATURE COEFFICIENT VERIFICATION FOR VIRGIL C. SUMMER NUCLEAR STATION, UNIT NO. 1 (EPID L-2025-LRM-0051)

On May 27, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting1 with representatives from Dominion Energy (Dominion). The purpose of the meeting was for Dominion to discuss its plans to submit a license amendment request regarding a proposed change to the Technical Specifications (TSs) for the Virgil C. Summer Nuclear Station (Summer), Unit No. 1, and to receive NRC staff feedback on what information would be needed to support the NRC staff review of the submittal. The amendment request would change the Surveillance Requirements (SRs) associated with verification that the moderator temperature coefficient (MTC) is within specified limits. This meeting is a follow-up to a public meeting held on August 6, 2024.2 During the meeting, Dominion staff presented slides3 that described the proposed change.

NRC staff provided the following comments on information and considerations that would support its review of the proposed change:

NRC staff noted that some challenges may exist regarding the requested generic review and approval of Fleet Report DOM-NAF-4 in parallel with the site-specific review for Summer; Clarify the conditions that would trigger the need for future NRC review/approval of changes to DOM-NAF-4; Discuss whether any continuing direct measurements of MTC would be performed to confirm continued applicability of methodology; 1 The meeting notice is available under Agencywide Documents Access and Management System (ADAMS)

Discuss what penalties may be applied as a result of operational conditions; Clarify if there is any disagreement between the various codes being used; Discuss appropriateness of location (e.g., Core Operating Limits Report vs Updated Final Safety Analysis Report) for proposed NRC-approved analytical method and if the location of DOM-NF-4 introduces a need for further NRC cycle-specific review as was done prior to creation of the COLR; Discuss the applicability of predictive-to-measurement deviation data to future operating cycles at conditions either beyond or not well characterized within the existing database; and Discuss technical details of the analytical approach including its applicability criteria and any allowance for known uncertainties associated with xenon buildup/burnout, poison burnout, fuel burnup, etc.

The NRC reiterated its comments from the August 2024 meeting that the technical complexity of this review may benefit from a regulatory audit in the initial review schedule. The NRC staff suggested that an audit may be helpful to expedite the review and development of any requests for additional information in developing the schedule and resource estimates during the acceptance review.

No regulatory decisions were made during the meeting. Following the discussion, an opportunity was afforded to any other participants who wished to ask questions or make comments. No questions or comments were received from the public.
