NOTIFICATION OF THE ISSUANCE OF THE FINAL ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT FOR THE PROPOSED PALISADES NUCLEAR PLANT REAUTHORIZATION OF POWER OPERATIONS UNDER RENEWED FACILITY OPERATING LICENSE NUMBER DPR-20 (DOCKET NUMBER: 050-0255)
Dear Jean Fleming:
Holtec Decommissioning International, LLC (Holtec), submitted to the U.S. Nuclear Regulatory Commission (NRC) a series of connected licensing and regulatory requests necessary to reauthorize power operations at the Palisades Nuclear Plant (Palisades) through March 24, 2031, the end of the current operating license term under Palisades Renewed Facility Operating License No. DPR-20. Collectively, the requested NRC approvals define the scope of the proposed NRC Federal actions for the potential reauthorization of reactor power operations. Enclosure 1 is a table which lists the submittals received, the NRCs acceptance letters, and the associated Agencywide Documents Access and Management System (ADAMS) accession numbers.
The NRC is the lead Federal agency for the environmental review under the National Environmental Policy Act of 1969, as amended, with the U.S. Department of Energy (DOE)
Loan Programs Office (LPO) serving as a cooperating agency. DOE LPOs proposed action, pursuant to its authority under Title 17 of the Energy Policy Act of 2005, as amended, is consideration of providing Federal financial support (a loan guarantee) to Holtec for the resumption of power operations at Palisades.
As part of the environmental review, the NRC staff prepared a draft environmental assessment (EA) and a draft finding of no significant impact (FONSI) documenting its environmental review related to these requests. The draft EA and draft FONSI were issued for a 30-day public comment period on January 31, 2025, in the Federal Register (90 FR 8721).

The NRC has now completed a final EA and final FONSI. After consideration of public comments, the NRC staff concluded in the final EA that the direct, indirect and cumulative environmental impacts of the proposed Federal actions would be NOT SIGNIFICANT for each potentially affected resource area and, therefore, would not significantly affect the quality of the human environment. Accordingly, the NRC staff determined that the preparation of an environmental impact statement is not required and that a FONSI is warranted. The final EA and final FONSI are publicly available at ML25111A031. DOE will publish a separate Record of Decision or FONSI, as appropriate.
