BEAVER VALLEY POWER STATION, UNIT NOS. 1 AND 2 - CORRECTION TO ISSUANCE OF AMENDMENTS 325 AND 215 - RE: TO REVISE TECHNICAL SPECIFICATIONS TO DELETE NOTE 4 FOR LIMITING CONDITION FOR OPERATION 3.5.2 AND CORRECT TYPOGRAPHICAL ERRORS IN THE TITLES OF TOPICAL REPORTS
Dear Mr. Blair:
By letter dated April 11, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25078A036) the U.S. Nuclear Regulatory Commission (NRC) issued Amendment Nos. 325 and 215 to Renewed Facility Operating License (RFOL) Nos.
DPR-66 and NPF-73 for Beaver Valley Power Station (Beaver Valley), Unit Nos. 1 and 2, respectively. These amendments were issued in response to your application dated September 17, 2024 (ML24261B850).
The amendments deleted NOTE 4 for Limiting Condition for Operation 3.5.2 on technical specification (TS) page 3.5.2-1 and corrected typographical errors in the titles of topical reports listed on TS page 5.6-2 for Beaver Valley, Unit Nos. 1 and 2.
Due to an administrative error, the NRC staff issued Amendment Nos. 325 and 215 with incorrect license pages. Specifically, the errors were located in the text in paragraphs 2.B.(3),
(4), (5) and 2.C.(1) on page 3 of RFOL No. DPR-66 for Amendment No. 325 and paragraphs 2.C.(1) and 2.C.(2) on page 4 of RFOL No. NPF-73 for Amendment No. 215. To correct the errors, the NRC is reissuing page 3 to Amendment No. 325 and page 4 to Amendment No. 215 to reflect Vistra Operations Company LLC.
The NRC staff determined that these editorial corrections do not change any of the NRC staffs conclusions in its safety evaluation regarding the acceptability of the changes approved in Amendment Nos 325 and 215, nor do the corrections affect the applicable no significant hazards considerations published in the Federal Register dated November 26, 2024 (89 FR 93365).
Enclosed are the corrected copies of RFOL page 3 for Beaver Valley, Unit No. 1 and RFOL page 4 for Beaver Valley, Unit No. 2. Please replace these pages issued with Amendment Nos. 325 and 215, with the enclosed pages.

Vistra Operations Company LLC, pursuant to the Act and 10 CFR Parts 30, 40 and 70, to receive, possess and use at any time any byproduct, source and special nuclear material as sealed neutron sources for reactor startup, sealed sources for reactor instrumentation and radiation monitoring equipment calibration, and as fission detectors in amounts as required; (4)
Vistra Operations Company LLC, pursuant to the Act and 10 CFR Parts 30, 40 and 70, to receive, possess and use in amounts as required any byproduct, source, or special nuclear material without restriction to chemical or physical form, for sample analysis or instrument calibration or associated with radioactive apparatus or components; (5)
Vistra Operations Company LLC, pursuant to the Act and 10 CFR Parts 30, 40, and 70, to possess, but not separate, such byproduct and special nuclear materials as may be produced by the operation of the facility.
C.
This renewed operating license shall be deemed to contain and is subject to the conditions specified in the following Commission regulations in 10 CFR Chapter 1:
Part 20, Section 30.34 of Part 30, Section 40.41 of Part 40, Sections 50.54 and 50.59 of Part 50, and Section 70.32 of Part 70; and is subject to all applicable provisions of the Act and to the rules, regulations, and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified or incorporated below:
(1)
Maximum Power Level Vistra Operations Company LLC. is authorized to operate the facility at a steady state reactor core power level of 2900 megawatts thermal.
(2)
Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. 325, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications.
(3)
Auxiliary River Water System (Deleted by Amendment No. 8)
Amendment No. 325 Beaver Valley Unit 1 Renewed Operating License DPR-66 C.
This renewed operating license shall be deemed to contain and is subject to the conditions specified in the following Commission regulations set forth in 10 CFR Chapter 1 and is subject to all applicable provisions of the Act and to the rules, regulations, and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified or incorporated below:
(1)
Maximum Power Level Vistra Operations Company LLC is authorized to operate the facility at a steady state reactor core power level of 2900 megawatts thermal.

Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. 215, and the Environmental Protection Plan contained in Appendix B, both of which are attached hereto are hereby incorporated in the license. Vistra Operations Company LLC shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.
