Dear Molly Martin:

With this email, the U.S. Nuclear Regulatory Commission (NRC) provides notification to U.S.

Environmental Protection Agency, Region IV of the Clean Water Act Section 401 determination related to an application for the subsequent license renewal of Renewed Facility Operating License No. DPR-23 which authorizes Duke Energy Progress, LLC (Duke Energy) to operate H.B Robinson Steam Electric Plant (RNP), Unit 2. The subsequent license renewal application dated April 1, 2025, filed pursuant to section 103 of the Atomic Energy Act of 1954, as amended, and part 54 of title 10 of the Code of Federal Regulations, Requirements for Renewal of Operating Licenses for Nuclear Power Plants, is publicly available at: https://www.nrc.gov/docs/ML2509/ML25091A290.html.

NRC accepted the subsequent license renewal application for review on April 28, 2025. Located approximately 5 miles west-northwest of Hartsville, South Carolina, RNP Unit 2 is a pressurized light-water reactor designed by Westinghouse. The subsequent renewed license would authorize Duke Energy to operate RNP Unit 2 for an additional 20 years beyond the period specified in the current license. The current operating license for RNP Unit 2 expires on July 31, 2030.

RNP Unit 2 is categorized as a Steam Electric Power Generating Point Source under 40 CFR Part 423.

Lake Robinson and Black Creek serve as the receiving waters for RNPs discharges. RNPs discharges include once-through cooling water, wastewater, ash transport waters, low volume waste, chemical metal cleaning wastes, stormwater runoff and intake screen wash. The nature of these discharges is further described in Section 3.6.1.2 of Duke Energys Environmental Report (ER) and RNPs current National Pollutant Discharge Elimination System permit (No. SC0002925),

included as Attachment A to RNPs ER. RNPs ER is included as part of the subsequent license renewal application. In a letter dated August 13, 2024 (included in Attachment D to RNPs ER), the South Carolina Department of Environmental Services granted Duke Energy a waiver of 401 Water Quality Certification for the subsequent license renewal of RNP Unit 2 by NRC. NRC staff is not aware of any neighboring jurisdiction providing comments about the project.
