PILGRIM NUCLEAR POWER STATION - PREAPPLICATION READINESS ASSESSMENT OF THE LICENSE TERMINATION PLAN - SECOND PHASE

Dear John Moylan:

By letter dated April 2, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25092A230), Holtec Decommissioning International, LLC (HDI) requested that the U.S. Nuclear Regulatory Commission (NRC) staff conduct a preapplication readiness assessment for the revised draft License Termination Plan (LTP) for the Pilgrim Nuclear Power Station (PNPS).

This second phase of the PNPS LTP readiness assessment will be conducted in accordance with the scope and methods described for the original assessment accomplished per the plan discussed in the letter dated May 26, 2024 (ML24129A104) and summarized in the site visit summary dated September 18, 2024 (ML24241A151). The readiness assessment team and logistics, as well as the plan to document the readiness assessment observations, remain unchanged from the May 2024 plan.

The NRC, through discussions with HDI, has determined that it would be appropriate to conduct additional readiness assessment activities on the revised PNPS LTP in support of HDIs recent request as part of the preapplication interactions on the PNPS LTP draft application. This will constitute the second phase of the NRCs readiness assessment process and is estimated to take place from June 2025 through September 2025. These efforts will be consistent with the guidance provided in NRC Office of Nuclear Reactor Regulation (NRR) instruction LIC-116, Preapplication Readiness Assessment As requested, the NRC staff also anticipates that approximately 500 staff hours will be expended as part of this effort. The staff understands that it is HDIs intent to submit the revised draft PNPS LTP chapters individually via the HDI secure web portal. The NRC staff intends to treat each of these submissions as a white paper and assign it a set number of review hours consistent with the schedule provided in the following table.

This should ensure a thorough and efficient review of each section of the PNPS LTP submitted for readiness assessment review.

The readiness assessment is not part of the NRCs official acceptance review process. The readiness assessment of the PNPS LTP application will allow the NRC staff to understand the level of detail in the draft application and identify any major issues or information gaps between the draft application and the technical content required to be included in the application submitted to the NRC. Therefore, the observations from the readiness assessment do not predetermine whether the application will be docketed.

In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS.
