Request for Preapplication Readiness Assessments of the Draft License Termination Plan Holtec Decommissioning International (HDI) is respectively requesting the U.S. Nuclear Regulatory Commission (NRC) staff to conduct a preapplication readiness assessment of the revised draft License Termination Plant (LTP) for Pilgrim Nuclear Power Station (PNPS). We are confident that providing the NRC staff with an opportunity to assess the readiness of the draft LTP, with changes incorporated from prior feedback and industry lessons learned prior to formally submitting the LTP application, will improve the overall effectiveness and efficiency of the docketed submission by allowing the staff to identify any additional gaps between the current draft LTP content and the technical information required per regulatory requirements and guidance.
We suggest beginning the preapplication readiness assessment in a phased approach beginning in April 2025 leveraging the guidance provided in NRC Office of Nuclear Reactor Regulation (NRR) instruction LIC-116, Preapplication Readiness Assessment and look forward to coordinating with the staff to develop a detailed schedule in support of this effort as soon as practical.
To assist in this effort, HDI utilizes a secure web portal and will post applicable draft LTP materials to facilitate the currently requested NRC staff reviews. This LTP information will be finalized and provided publicly on the PNPS docket as part of the official LTP submittal.
HDI requests NRC feedback on the draft LTP information by August 31, 2025, and that approximately 500 hours0.00579 days <br />0.139 hours <br />8.267196e-4 weeks <br />1.9025e-4 months <br /> is to be expended as part of this NRC review effort.
