AUDIT PLAN FOR THE REGULATORY AUDIT OF GEH TOPICAL REPORT, BWRX-300 STEEL-PLATE COMPOSITE CONTAINMENT VESSEL AND REACTOR BUILDING STRUCTURAL DESIGN By letter dated December 2, 2024, GE-Hitachi Nuclear Energy Americas, LLC (GEH) submitted Topical Report (TR) NEDC-33926P/NEDO-33926, Revision 3, BWRX-300 Steel-Plate Composite Containment Vessel (SCCV) and Reactor Building (RB) Structural Design, TR (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24338A174). On March 21, 2025, GEH submitted supplemental information to clarify statements added in Revision 3 (ML25081A003). The U.S. Nuclear Regulatory Commission (NRC) staff has identified a need to audit the information in this supplement.
This audit will be conducted in accordance with the guidance provided in the Office Instruction LIC 111, Regulatory Audits, (ML19226A274). However, the NRC staff have decided to forgo the entrance meeting.
This will be a virtual audit consisting of using an on-line portal. The audit will begin on May 19, 2025. The audit exit will be held approximately 4 weeks after the start of the audit. The contents of the audit plan are provided as an enclosure.

II.
OBJECTIVES The NRC staff will seek clarification, gain understanding, and verify information related to the subject TR and the supplement. The audit will identify any information needed to support a regulatory finding so it can be placed on the docket. Additionally, review and discussion of the audit material will help in identifying any subsequent requests for additional information.
III.
REGULATORY AUDIT SCOPE Audit topics include the initial information needs described in proprietary Enclosure 2 and any additional information needs raised during the audit.

SPECIAL REQUESTS The NRC staff requests that GEH provide subject matter expert(s), if necessary, to discuss the details of the audit material.

LOGISTICS AND DELIVERABLES Audit Start:
May 19, 2025 Exit Meeting:
Approximately 4 weeks later The audit team will examine supporting documentation provided by GEH in the on-line portal, Certrec and will hold audit calls and/or meetings with GEH as necessary to understand audit material. The team will inform GEH via email of any emerging information needs.
