The U.S. Nuclear Regulatory Commission (NRC or Commission) has issued the enclosed amendments (listed below) in response to the Constellation Energy Generation, LLC (CEG) application dated December 9, 2024:

The amendments revise the technical specifications (TSs) for each facility in accordance with Technical Specifications Task Force (TSTF) Traveler 475, Revision 1, Control Rod Notch Testing Frequency and SRM Insert Control Rod Action, Specifically, TSTF-475 revises the standard TS to clarify requirements for surveillance frequency intervals in Section 1.4, Frequency, which provides descriptions and examples for the proper use and application of frequency requirements.
D. Rhoades A copy of the NRC staffs Safety Evaluation is also enclosed. The Notice of Issuance will be included in the Commissions monthly Federal Register notice.

There is reasonable assurance: (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commissions regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commissions regulations and all applicable requirements have been satisfied.

Accordingly, the renewed license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C.(2) of Renewed Facility Operating License No. NPF-72 is hereby amended to read as follows:

Except where NRC approval for changes or deviations is required by 10 CFR 50.48(c), and provided no other regulation, technical specification, license condition or requirement would require prior NRC approval, the licensee may make changes to the fire protection program without prior approval of the Commission if those changes satisfy the provisions set forth in 10 CFR 50.48(a) and 10 CFR 50.48(c), the change does not require a change to a technical specification or a license condition, and the criteria listed below are satisfied.
(a)
Risk-Informed Changes that May Be Made Without Prior NRC Approval A risk assessment of the change must demonstrate that the acceptance criteria below are met. The risk assessment approach, methods, and data shall be acceptable to the NRC and shall be appropriate for the nature and scope of the change being evaluated; be based on the as-built, as-operated, and maintained plant; and reflect the operating experience at the plant. Acceptable methods to assess the risk of the change may include methods that have been used in the peer-reviewed fire PRA model, methods that have been approved by NRC through a plant-specific license amendment or NRC approval of generic methods specifically for use in NFPA 805 risk assessments, or methods that have been demonstrated to bound the risk impact.

Prior NRC review and approval is not required for changes that clearly result in a decrease in risk. The proposed change must also be consistent with the defense in-depth philosophy and must maintain sufficient safety margins. The change may be implemented following completion of the plant change evaluation.
Frequency 1.4 The use of "once" indicates a single performance will satisfy the specified Frequency (assuming no other Frequencies are connected by "AND").

The proposed changes would revise the TS based on Technical Specifications Task Force (TSTF) Traveler 475, Revision 1, "Control Rod Notch Testing Frequency and SRM Insert Control Rod Action," (TSTF-475) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML071420428). Specifically, TSTF-475 revises the standard TS (STS) to clarify requirements for surveillance frequency intervals in Section 1.4, Frequency, which provides descriptions and examples for the proper use and application of frequency requirements.

1.2 Proposed Changes to Technical Specification Bases Consistent with Title 10 of the Code of Federal Regulations (10 CFR) Section 50.36(a)(1), the licensee submitted corresponding changes to the TS Bases, for information only, that provide the reasons for the proposed TSs changes. The regulation at 10 CFR 50.36(a)(1) states that a summary statement of the bases or reasons for such specifications, other than those covering administrative controls, shall also be included in the application, but shall not become part of the TS. The licensee shall make changes to the plant TS Bases in accordance with the TS Bases Control Program, found at TS 5.5.14 for Byron, Braidwood and Calvert Cliffs, and at TS 5.5.13 for Ginna.
2.0 REGULATORY EVALUATION
2.1 Regulatory Requirements Per Title 10 CFR 50.90, whenever a holder of a license wishes to amend the license, including technical specifications in the license, an application for amendment must be filed, fully describing the changes desired. Under 10 CFR Part 50.92(a), determinations on whether to grant an applied-for license amendment are to be guided by the considerations that govern the issuance of initial licenses or construction permits to the extent applicable and appropriate. Both the common standards for licenses and construction permits in 10 CFR Part 50.40(a), and those specifically for issuance of operating licenses in 10 CFR Part 50.57(a)(3), provide that there must be reasonable assurance that the activities at issue will not endanger the health and safety of the public.
The regulations at 10 CFR 50.36 Technical specifications, establish the requirements related to the content of the TS. Pursuant to 10 CFR 50.36(c), TS are required to include items in the following five categories related to station operation: (1) safety limits, limiting safety system settings, and limiting control settings; (2) limiting conditions for operation (LCOs); (3) SRs; (4) design features; and (5) administrative controls. The LAR relates to changes in the SRs.
The regulation at 10 CFR 50.36(c)(3) states that TS shall contain SRs relating to test, calibration, or inspection to assure that the necessary quality of systems and components is maintained, that facility operation will be within safety limits, and that the LCOs will be met.
2.2 Guidance Though the proposed changes to the STS via TSTF-475 were developed based on changes to Revision 3.1 of NUREG-1431 (applicable to Braidwood, Byron and Ginnas designs) and Revision 3.1 of NUREG-1432 (applicable to Calvert Cliffs design), the NRC staff review of the LAR includes consideration of whether the proposed changes are consistent with the latest revisions. NUREG-1431, Revision 5, Standard Technical Specifications, Westinghouse Plants (ML21259A155), and NUREG-1432, Revision 5, Standard Technical Specifications, Combustion Engineering Plants (ML21258A421), provide example TS to meet the requirements in 10 CFR 50.36(c) for a standard plant design.
3.0 TECHNICAL EVALUATION
TSTF-475 was developed, in part, to address an unclear requirement within STS Section 1.4 regarding the applicability of the 25% surveillance interval allowance of SR 3.0.2. Prior to TSTF-475, STS Example 1.4-3 did not describe the SR 3.0.2 allowance with respect to the note in its surveillance column. This was inconsistent with the definition of specified Frequency in STS Section 1.4.
Similarly, the existing Byron, Braidwood, Calvert Cliffs, and Ginna TS each contain the following paragraph in the Description of Section 1.4:
The specified Frequency is referred to throughout this section and each of the Specifications of Section 3.0, Surveillance Requirement (SR) Applicability. The specified Frequency consists of the requirements of the Frequency column of each SR as well as certain Notes in the Surveillance column that modify performance requirements.
In the LAR, the proposed changes to TS Example 1.4-3 would add, in two places, the phrase (plus the extension allowed by SR 3.0.2). The NRC staff finds the proposed TS changes would clarify the example to make it consistent with the definition of specified frequency provided in the description of Section 1.4.
The NRC staff determined that the proposed TS changes would clarify the existing relationship between the SRs and the SR 3.0.2 allowance. Therefore, the NRC staff concludes the proposed changes are acceptable because the SRs will continue to assure that the necessary quality of systems and components is maintained, that facility operation will be within safety limits, and that the LCOs will be met in accordance with 10 CFR 50.36(c)(3).
4.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) there is reasonable assurance that such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.

1.0 INTRODUCTION
Constellation Energy Generation, LLC (CEG, the licensee) requested changes to the technical specifications (TSs) for Braidwood Station, Units 1 and 2 (Braidwood), Byron Station, Unit Nos. 1 and 2 (Byron), Calvert Cliffs Nuclear Power Plant, Units 1 and 2 (Calvert Cliffs), and R.E. Ginna Nuclear Power Plant (Ginna) by license amendment request (LAR, application). In its application, the licensee requested the U.S. Nuclear Regulatory Commission (NRC, the Commission) process the proposed amendment under the Consolidated Line Item Improvement Process (CLIIP). The proposed changes would revise the TS based on Technical Specifications Task Force (TSTF) Traveler 475, Revision 1, "Control Rod Notch Testing Frequency and SRM Insert Control Rod Action," (TSTF-475) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML071420428). Specifically, TSTF-475 revises the standard TS (STS) to clarify requirements for surveillance frequency intervals in Section 1.4, Frequency, which provides descriptions and examples for the proper use and application of frequency requirements.
2.0 STATE CONSULTATION
In accordance with the Commissions regulations, the Illinois, Maryland, and New York State officials were notified of the proposed issuance of the amendments on April 15, 2025. The relevant officials had no comments.
3.0 ENVIRONMENTAL CONSIDERATION
The amendment changes a requirement with respect to installation or use of a facility component located within the restricted area as defined in Title 10 of the Code of Federal Regulations (10 CFR), part 20. The NRC staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that the amendment involves no significant hazards consideration, which was published in the Federal Register on March 18, 2025 (90 FR 12568), and there has been no public comment on such finding. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
