Dear Principal Chief David Hill:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the environmental impact statement NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 15, Second Renewal, Regarding Subsequent License Renewal for Virgil C. Summer Nuclear Station, Unit 1. Virgil C. Summer Nuclear Station, Unit 1 (V.C.

Summer) is operated by Dominion Energy South Carolina and is located in Fairfield County, South Carolina. Dominion Energy South Carolina initiated the proposed Federal action by submitting a subsequent license renewal application to the NRC in August 2023 (Agencywide Documents Access and Management System (ADAMS) ML23233A179). The initial renewed V.C. Summer operating license is set to expire in 2042; the NRCs Federal action is to decide whether to renew the license, authorizing an additional 20 years of operation. The NRC expects to make this licensing decision by August 2025.

In November 2023, the NRC staff initiated consultation on the proposed Federal action with the Advisory Council on Historic Preservation (ACHP) (ML23289A115), the South Carolina State Historic Preservation Office (SC SHPO) (ML2389A116), and four Indian Tribes (ML23289A117).

These letters also provided notification of the NRC staffs decision to use the National Environmental Policy Act of 1969, as amended, process to comply with its obligations under Section 106 of the National Historic Preservation Act of 1966 (NHPA), as amended, in accordance with Title 36 of the Code of Federal Regulations (36 CFR) Section 800.8(c).

In December 2024, the NRC staff sent a second letter to the ACHP (ML24319A018), SC SHPO (ML24319A017), and four Indian Tribes (ML24319A026, ML24319A029, ML24319A031, and ML24319A033), to announce availability of the draft Supplemental Environmental Impact Statement (SEIS) and the NRCs preliminary determination of no adverse effect to historic properties. The ACHP provided a response to the NRC on December 11, 2024, stating that it had no comments on the draft SEIS (ML25041A327). The SC SHPO provided a response to the NRC on January 28, 2025, stating that it agreed with the NRC staffs determination of No Adverse Effect; however, it recommended that sites FA360 and FA366 be marked on site plans and construction documents as significant cultural areas that must be avoided during the rebuild May 12, 2025

of transmission poles to ensure protection of these historic properties (ML25029A254). The NRC provided this request to Dominion Energy South Carolina.

The purpose of this third letter is to provide publication information for the final SEIS and to document the NRCs completion of the NHPA Section 106 process as outlined in 36 CFR 800.

The NRC staff have concluded that the proposed actionsubsequent license renewal of V.C.

Summerwould not adversely affect known historic properties or historic and cultural resources. Section 3.9 of the final SEIS documents the staffs findings regarding historic and cultural resources at the V.C. Summer site.
