SC SHPO 22-EJ0147 - V.C. Summer - Availability of Draft Supplemental Environmental Impact Statement Hello Mr. Emerson and Ms. Johnson, Im sending an advance email copy of a letter that will be mailed to Mr. Emerson regarding availability of the draft supplemental environmental impact statement (SEIS) for the V.C. Summer subsequent license renewal application environmental review and continuation of Section 106 consultation. The historic and cultural resources review is contained in Section 3.9 of the draft SEIS, and the comment period is open through January 21. (We are of course also reaching out to the affected Tribes.)

Dear Sarah Lopas:
Thank you for the letter dated December 5, 2024 from Michelle Rome, which we received on December 16, 2024 providing notice of availability of the draft Supplemental Environmental Impact Statement for the above-referenced undertaking. The State Historic Preservation Office (SHPO) is providing comments to the Nuclear Regulatory Commission (NRC) pursuant to Section 106 of the National Historic Preservation Act and its implementing regulations, 36 CFR 800. We understand that the NRC is using the National Environmental Policy Act process to comply with its Section 106 obligations. Consultation with the SHPO is not a substitution for consultation with Tribal Historic Preservation Offices, other Native American tribes including those with state recognition, local governments, or the public.
The draft SEIS Section 3.9 Historic and Cultural Resources provides a summary of the history of the project area, efforts to identify and evaluate historic and cultural resources in the Area of Potential Effect, and assessment of potential effects of the undertaking on historic properties. We appreciate the detail provided about each resource and the evaluation of potential effects of the undertaking, including the evaluation of effects of each alternative considered.
We agree with the NRC determination of No Adverse Effect to historic properties. However, we recommend that sites FA360 and FA366 be marked on site plans/construction documents as significant cultural areas that must be avoided during the rebuild of the H-frame style transmission poles on the Parr Generating Complex to V.C. Summer transmission line to ensure protection of these historic properties.
