The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed Urenco USA (UUSA) executed financial assurance instruments for 2025 decommissioning funding submitted via letter dated December 13, 2024 (Agencywide Documents Access and Management System [ADAMS]
Accession No. ML24351A074). The NRC staff concludes that there is reasonable assurance that the necessary funds will be available to support the continued safeguard, use and disposal of special nuclear materials possessed and used under special nuclear materials license number 2010 (SNM-2010) at the time of licensed activities termination.
Pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 70, SNM-2010 License Condition (LC) 10 is hereby amended to read as follows:
10.af Decommissioning Financial Assurance submitted by letters dated December 12, 2019 (ML19351C772, non-public), October 12, 2020 (ML20296A196, non-public), April 1, 2021 (ML21109A186, non-public), December 15, 2021 (ML22063A481), December 13, 2022 (ML22354A126), December 14, 2023 (ML23348A271), and December 13, 2024 (ML24351A074).
The review by the NRC staff is documented in the safety evaluation report enclosed to this letter (see Enclosure 1, non-public). Enclosures 2 and 3 to this letter provide non-publicly available and publicly available versions of the amended SNM-2010 license, respectively. This letter closes efforts under Enterprise Project Identifier L-2024-DFA-0023. transmitted by this letter contains Proprietary Information and Enclosure 2 contains Security-Related Information.
When separated from Enclosures 1 and 2, this letter and Enclosure 3 are decontrolled.
