SUMMARY
OF APRIL 22, 2025, PRESUBMITTAL MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS RELIEF REQUEST 76 -
PROPOSED ALTERNATIVE FOR PRESSURIZER LOWER SHELL NOZZLE FOR PALO VERDE NUCLEAR GENERATING STATION, UNIT 1 (EPID L-2025-LRM-0043)
On April 22, 2025, an Observation presubmittal meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Arizona Public Service Company (the licensee). The purpose of this meeting was to discuss proposed Relief Request 76, requesting NRC approval of a one-cycle justification of a proposed alternative repair of Palo Verde Nuclear Generating Station (Palo Verde), Unit 1, pressurizer (PZR) nozzle RCV208. The meeting notice and agenda, dated April 21, 2025, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25111A230. A list of attendees is provided in the enclosure.
During the meeting, the licensee provided a slide presentation, which is available in ADAMS at Accession No. ML25111A148. The licensees presentation addressed the following topics:
Equipment Location Flaw Identification Design History Flaw Removal and Evaluation Welding Basis for Alternatives Duration of Proposed Alternative Precedents The NRC staff had several questions and comments regarding the information provided during the licensees presentation including the following topics:
The operational status of Palo Verde, Unit 1, when the flaw was found.
There was no leakage from PZR nozzle RCV208.
The scope of the penetrations Relief Request 76 pertain to.
Welding procedures for the nozzle repair analyses associated with the proposed alternative such as corrosion analysis.
Non-destructive examination of the repaired nozzle.
Repair steps for the degraded nozzle.
The NRC staff stated that information addressing these items in the application may assist in its review.
The discussions held between the NRC staff and the licensee were very supportive of the goal of a mutual understanding of the intent of the proposed relief request and clarifying indistinct issues, the result of which will make the review of the relief request more efficient.
No regulatory decisions were made as a result of this teleconference. Members of the public were not in attendance. Public Meeting Feedback forms were not received.
