Remedial Action Activities to determine the nature and extent of the contamination at the site were completed and documented in the Final Implementation of Portions of the Work Plan for Remedial Investigation/Feasibility Study (RI/FS) for Area 2 of Solid Waste Management Unit (SWMU) 11 (August 2014) and the Final Report Area 2 SWMU 11 Trenches TR-5 and TR-6 (September 2016); together, these documents constituted a completed RI. In fiscal year (FY) 2019, the Army awarded a contract for the execution and completion of the Feasibility Study, Proposed Plan, and the Record of Decision under the CERCLA/DERP process. The Feasibility Study was completed in FY21; following NRC concurrence, the Army signed the Record of Decision on 7 March 2022. The Army awarded a contract action in FY24 for implementation of the selected remedial action (excavation, disposal, and backfilling to address radiologically impacted soil and metallic debris).

Preliminary site preparation, baseline sampling, and initial surveying activities were completed in early FY25. The remedial action is expected to be completed by the end of FY25, depending on final Remedial Action Completion Report (RACR) approvals and field conditions. The Army will continue to engage with NRC in their "monitoring" role under the terms of the DoD/NRC MOU.

Y Ra-226 Investigation (RI)

The Remedial Investigation/Feasibility Study (RI/FS) was completed in May 2019; the final document was provided to NRC. The Proposed Plan was initiated in FY20 and was expected to be completed in April 2021; however, the Proposed Plan was delayed due to discussions between the Army, USEPA, and the State of California on Applicable and Relevant or Appropriate Requirements (ARARs) related to cleanup levels for non-radiological constituents of concern. Based on the results of the radium-226 soil sampling, the Army is preparing to conduct additional sampling at the site to determine if radiological constituents of potential concern are present in the groundwater. The preferred remedial alternative is still anticipated to be excavation of contaminated soil with offsite disposal of contaminated material; the future land use is industrial. The SHAD-041 parcel will not be transferred until the remedial action for this site is complete. The Army will continue to engage with NRC in their "stay informed" role under the terms of the DoD/NRC MOU, to include participation in quarterly meetings with our other regulatory partners.

NRC/RASO indicated Authorization Letter will be submitted post-demoliton instructing additional investigation of subslab soils and utility conveyance areas, due to the presumption of high levels of contamination below foundation.
