Palo Verde Nuclear Generating Station (PVNGS) Units 1, 2, and 3 and Independent Spent Fuel Storage Installation (ISFSI) License Amendment Request for Approval of Changes to Emergency Plan Shift Manager/Emergency Coordinator Staffing Requirements and Staff Augmentation Timeframe (EPID L-2025-LLA-0069)
By letter dated April 8, 2025, (Agencywide Documents Access and Management System (ADAMS) Accession No.ML25098A330), Arizona Public Service Company (APS, the licensee) submitted a license amendment request (LAR) seeking Nuclear Regulatory Commission (NRC) approval of changes to the PVNGS Emergency Plan staffing requirements.
Specifically, the proposed changes would revise the requirement for APS to maintain three Shift Manager/Emergency Coordinators on shift to one Shift Manager/Emergency Coordinator for the site with another Emergency Coordinator qualified individual on shift that has a senior reactor operator level of knowledge. Additionally, the current augmentation time for normal hours would be changed from 60 minutes to as soon as possible but no later than 120 minutes after declaration of an Alert or higher emergency classification level.
The purpose of this email is to provide the results of the NRC staffs acceptance review of the LAR. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review.
The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and concluded that it provides technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed LAR in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.
Based on the information provided in your submittal, the NRC staff has estimated that this review will take approximately 170 hours0.00197 days <br />0.0472 hours <br />2.810847e-4 weeks <br />6.4685e-5 months <br /> to complete. The NRC staff expects to complete the review of this LAR by December 15, 2025, or earlier. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project
manager. These estimates are based on the NRC staffs initial review of the application, and they could change, due to several factors including requests for additional information.
