JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2 - CORRECTION OF UNIT 1 AMENDMENT NO. 203 AND UNIT 2 AMENDMENT NO. 199 RE: ISSUANCE OF AMENDMENTS ADOPTING NRC-APPROVED TSTF-266-A, Revision 3

Dear Jamie Coleman:

On August 3, 2016, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 203 to Renewed Facility Operating License (RFOL) NPF-2 and Amendment No. 199 to RFOL NPF-8 to Southern Nuclear Operating Company (the licensee) for the Joseph M. Farley Nuclear Plant (Farley), Units 1 and 2, respectively (Agencywide Documents Access and Management System Accession No. ML15233A448). The amendments included changes to 63 technical specification (TS) pages. This letter corrects Amendment Nos. 203 and 199 to RFOL NPF-2 (Farley, Unit 1) and RFOL NPF-8 (Farley, Unit 2), respectively, by removing from the licenses TS page 3.3.4-3, which, as further explained below, the NRC staff had previously evaluated and approved for removal in the August 3, 2016, letter, but did not include instructions for the licensee to remove in that letter.

In the licensees submittal dated November 24, 2014 (ML14335A623), the licensee requested to adopt various previously NRC-approved Technical Specifications Task Force (TSTF) Travelers.

Section 2.7 of Enclosure 1 to the licensees submittal (ML14335A624) requested to adopt TSTF-266-A, Revision 3, Eliminate the Remote Shutdown System Table of Instrumentation and Controls. The licensee described the proposed change as:

The proposed change relocates the list of Remote Shutdown System instrumentation and controls in Specification 3.3.4, Remote Shutdown System, from the Technical Specifications to the Technical Specification Bases.

In Section 3.7 of the NRCs letter dated August 3, 2016, the NRC staff evaluated the proposed change described above and concluded that:

[T]he NRC staff concludes that the relocation of instrumentation listed in TS Table 3.3.4-1 to TS Bases will continue the licensees compliance with its statement regarding operations of its remote shutdown functions, as the licensee has not proposed any change to its position.

[] The relocation of the Remote Shutdown System Instrumentation and Controls Table from the TSs to the Bases is acceptable because it will be adequately controlled by NRC requirements in the TS 5.5.14 Bases control program.

[] Based on the above, the NRC staff concludes that the changes are acceptable.

The NRC staff has confirmed that the omission of the removal of TS page 3.3.4-3, which contains Table 3.3.4-1, Remote Shutdown System Instrumentation and Controls, was an administrative error made when the NRC initially issued Amendment Nos. 203 and 199 to RFOL NPF-2 (Farley, Unit 1) and RFOL NPF-8 (Farley, Unit 2), respectively. Additionally, the change described above was included in the associated notice to the public, which was published in the Federal Register on February 3, 2015 (80 FR 5804, 5806-07).

This administrative error is addressed by providing the licensee instructions in the Attachment to this Correction Letter to remove TS page 3.3.4-3 from the respective licenses.

Consistent with NRC staff guidance dated January 16, 1997 (ML103260096), based on the NRCs policy established by SECY-96-238 (ML20134M324) and the corresponding Staff Requirements Memorandum (ML003754054), these errors can be corrected by a letter to the licensee from the NRC staff.

Therefore, enclosed please find the corrected Farley, Units 1 and 2, Attachment to License Amendment No. 203 to RFOL NPF-2 and License Amendment No. 199 to RFOL NPF-8, which removes TS page 3.3.4-3 from the respective licenses. This correction does not change any of the conclusions in the safety evaluations or no significant hazards consideration determinations associated with Amendment Nos. 203 or 199 as published in the Federal Register.
