ISSUANCE OF SUBSEQUENT RENEWED FACILTY OPERATING LICENSES NOS. DPR-38, DPR-47, AND DPR-55 FOR OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3
Dear Steven Snider:
The U.S. Nuclear Regulatory Commission (NRC) has issued Subsequent Renewed Facility Operating Licenses Nos. DPR-38, DPR-47, and DPR-55 to Duke Energy Carolinas, LLC (Duke Energy), for Oconee Nuclear Station, Units 1, 2, and 3 (Oconee Station), respectively. The NRC issued the subsequent renewed facility operating licenses upon completion of its review of your application dated June 7, 2021 (Package No. ML21158A193), as supplemented by letters dated October 22, 2021 (ML21295A035); October 28, 2021 (ML21302A208); November 11, 2021 (ML21315A012); December 2, 2021 (ML21336A001); December 15, 2021 (ML21349A005);
December 17, 2021 (ML21351A000); January 7, 2022 (ML22010A129); January 21, 2022 (ML22021A000); February 14, 2022 (ML22045A021); February 21, 2022 (ML22052A002);
March 22, 2022 (ML22081A027); March 31, 2022 (ML22090A046); April 20, 2022 (ML22110A207); May 11, 2022 (ML22131A023); May 20, 2022 (ML22140A016); May 27, 2022 (ML22147A001); and June 7, 2022 (ML22158A028).
Subsequent Renewed Facility Operating Licenses Nos. DPR-38, DPR-47, and DPR-55 for Oconee expire at midnight on February 6, 2053, for Unit 1, October 6, 2053, for Unit 2 and July 19, 2054, for Unit 3, respectively.
The technical basis for issuing the subsequent renewed facility operating licenses for Oconee is set forth in Safety Evaluation Report Related to the [SLR] of Oconee Nuclear Station, Units 1, 2, and 3, issued December 2022 (ML22349A117 (package)). Enclosure 1 to this letter contains Subsequent Renewed Facility Operating License No. DPR-38 and Technical Specifications for Oconee, Unit 1. Enclosure 2 to this letter contains Subsequent Renewed Facility Operating License No. DPR-47 and Technical Specifications for Oconee, Unit 2. Enclosure 3 to this letter contains Subsequent Renewed Facility Operating License No. DPR-55 and Technical Specifications for Oconee, Unit 3.
No changes were made to the Technical Specifications as a result of this subsequent license renewal.
The NRC staffs evaluation of the environmental impacts of continued operation under the subsequent renewed license is provided in the record of decision (ML25055A147) provided in
to this letter and in NUREG1437, Supplement 2, Site-Specific Environmental Impact Statement for License Renewal of Nuclear Plants Regarding Subsequent License Renewal For Oconee Nuclear Station, Units 1, 2, and 3, issued January 31, 2025 (ML25031A307).
