SUMMARY
OF FEBRUARY 13, 2025, MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING RECENT ORGANIZATION CHANGES AND IMPACTS ON THE TENNESSEE VALLEY AUTHORITY NUCLEAR QUALITY ASSURANCE PLAN (EPID L-2024-LLQ-0000)
On February 13, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff conducted an observation meeting with representatives of the Tennessee Valley Authority (TVA). The meeting notice and agenda, dated January 22, 2025, are available at Agencywide Documents Access and Management System (ADAMS) Accession No. ML25027A002. A list of participants is enclosed.
By letter dated April 1, 2024 (ML24093A047), TVA submitted a request to the NRC to convert the format of its Quality Assurance Program Description (QAPD) for the current operating fleet (i.e., TVA NQA-PLN89-A, Revision 43, Quality Assurance Program Description for TVA Nuclear) to American Society of Mechanical Engineers (ASME) NQA-1-2015, Quality Assurance Requirements for Nuclear Facility Applications. During the NRC staffs review, the staff identified apparent discrepancies in statements between the TVA fleet QAPD and the QAPD for TVA New Nuclear (i.e., NNP-TR-001-NP, Revision 2, Quality Assurance Program Description for Tennessee Valley Authority New Nuclear (ML24037A144).
The NRC staff previously conducted two observation meetings with representatives of TVA to discuss questions the NRC staff had regarding the scope of the TVA fleet QAPD and the scope of the TVA New Nuclear QAPD (ML24221A013) and to discuss TVAs proposed supplement to the TVA Fleet QAPD request to address the timing aspects of which QAPD would govern New Nuclear Program and New Nuclear Project activities (ML24262A060).
Effective January 27, 2025, TVA reorganized its corporate structure. The changes affect Part II of the Fleet QAPD revision currently under review as well as a few of the responses to the request for additional information (RAI) (ML24346A041 and ML25002A143). Due to the reorganization, TVA requested an extension until March 3, 3025, to respond to the RAI. Prior to receiving the response, the NRC staff scheduled a public meeting to discuss and understand the organizational changes and impacts on the review of the revision of the Fleet QAPD that is transitioning to NQA-1-2015.
TVA stated that it determined that the organizational changes are not a reduction in commitment per the regulation at Title 10 of the Code of Federal Regulations, Section 50.54(a)(3). A revision (Revision 43) to the TVA Fleet QAPD that reflects the changes to the QAPD, including the organization changes, will be submitted to the NRC in the spring. TVA stated that it will send in a supplement to the current request for transitioning to ASME NQA-1-2015 that is currently under NRC staff review, by March 3, 2025, and it will be labeled as Revision 44. TVA stated that this revision will address the NRCs RAIs, as appropriate, and the recent organizational changes. The NRC staff noted that in accordance with 10 CFR 50.54(a)(4), it will have 60 days to review Revision 44 once it has been submitted. TVA stated that it plans to use revision bars in the submittal to note the changes from the previous submittal to enable an efficient review.
TVA described the two organization changes that have an impact on the TVA Fleet QAPD and the NRC staffs RAITVA New Nuclear Programs will now report to the Senior Vice President, New Nuclear Projects (under the Chief Operating Officer), and New Nuclear Licensing will now report to the Vice President, OPS Support (under the Chief Nuclear Officer). Other organization changes affect the following groups: Supply Chain, Central Labs and Services, Regulatory Affairs and Emergency Planning, and Outage Services Group.
During the discussions between the NRC staff and TVA, the NRC staff asked if the New Nuclear Licensing is a new group that was removed from New Nuclear Programs. TVA confirmed that the NRC staffs understanding is correct.
