SUMMARY
By letter dated January 23, 2025 (Agencywide Documents Access and Management System Accession No. ML25023A266), Framatome Inc., advised the NRC staff of an error in the as-built configuration of a fillet weld callout along with a clerical labeling error of part number 55 depicted in drawing number 9045402 Rev. 6, as referenced in Certificate of Compliance (CoC)
No. 9319, Condition No. 5(a)(3), for the MAP 12-MAP-13 packages.
The staff reviewed the statements of Framatome and determined that neither the error in the as-built configuration of the fillet weld callout or the clerical labeling error of part number 55 has an adverse impact on the safety of the package.
Based on the statements and representations in the letter dated January 23, 2025, the staff finds that continued shipments with the as built configuration of the fillet weld call out do not affect the ability of the Model Nos. MAP-12 and MAP-13 to meet the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 71.
EVALUATION On January 23, 2025, Framatome Inc., advised the NRC staff of an error in the as-built configuration of the fillet weld callout along with a clerical labeling error of part number 55 depicted in drawing number 9045402, as referenced in CoC Condition No. 5(a)(3) for the MAP 12-MAP-13 packages.
Framatome noted that based on their reviews of the American Welding Society welding code, the review of the test units, and of the previously fabricated MAP shipping containers, the fillet weld size callout is not actually necessary, and that removal of this size requirement is seen to reduce confusion during future fabrication activities.
In addition, Framatome indicated that the rivet item number 55 update fully reflects both the previously built packages and the test units. Framatome also stated that Item 55 is consistent with the same rivet callout in MAP SAR Drawing 9045403 Rev. 6, Section CN-CN, at zone C/1.
The staff reviewed and evaluated the statements of Framatome and agreed with the determination that the currently noted errors are not safety significant and have no impact on the packaging performance or packaging quality.
2 The staff also reviewed the two proposed changes that will be implemented in a future amendment request:
Change No. 1: Changes drawing number 9045402 Detail CG to remove the arrow side 1/4 fillet weld size callout at zone C6, joining item14 to item 28. This change reconciles the drawing to the actually fabricated units.
Change No. 2: Changes drawing number 9045402 Detail CG to change item callout from 53 to 55 and to delete the quantity of rivets. This change corrects an editorial error and removes confusion between the two variants.
The staff determined that the proposed changes also do not impact the safety functions of the package, and the changes will be acceptable when submitted as part of an upcoming amendment request.
CONDITIONS (1) Authorization is for an unlimited number of shipments of fresh fuel to support continued reactor operations.
(2) The packages maybe used with the as-built configuration of fillet weld callout along with the clerical labeling error of part number 55 depicted in drawing number 9045402 Rev. 6 referenced in CoC Condition No. 5(a)(3).
(3) All other conditions of CoC No. 9319 shall remain the same.
(4) This authorization shall expire on June 30, 2026.
CONCLUSIONS Based on the statements and representations in the letter dated January 23, 2025, the staff agrees that the use by Framatome of the Model No. MAP-12 and MAP-13 shipping container packages meets the requirements of 10 CFR Part 71, subject to the conditions listed above.
