HOO T.1 HERO/HOO Qualification Revision 5 HERO Qualification Page 8 of 84 Page 8 of 84 Headquarters Emergency Response Officer (HERO) Training Journal This Training Journal establishes the minimum training requirements for staff assigned to the Headquarters Operations Center for qualification as a Headquarters Emergency Response Officer (HERO) and, subsequently, Headquarters Operations Officer (HOO).
The HERO Training Journal serves as a guideline, and establishes the minimum training requirements, consistent with the agency format found in NRC Manual Chapters (i.e., MC1245 and MC1246). The Training Journal must provide traceable documentation to show that minimum requirements are met for each qualification.
This Training Journal consists of a series of Individual Study Activities (ISA), on-the-Job training, and signature spreadsheets. The signature spreadsheets are used to track task completion. Completion will be documented in the Agencys Talent Management System (TMS). The ISAs establish the minimum knowledge levels or areas of study that must be completed for each completion in TMS.
Most of the ISAs are divided into sections. The reference sections of the ISAs identify references with general application to HERO training. The HERO is expected to have a general familiarity with these references. Other sections of the ISAs identify evaluation criteria and tasks that have direct application to the HERO position. The HERO is expected to demonstrate detailed knowledge of the discipline specific references.
The on-the-job training activities consist of reading the appropriate HOO Training Guide, using the training guide to aid in performing the activities specified in the module, then getting an evaluation by a subject matter expert on the candidates ability to perform specified tasks without intervention by a qualified watch stander.
During the qualification process, the HERO must stand at least four 12-hr. watches under the instruction of a qualified HOO/HERO. Two of those watches must be on the midshift (0000 - 1200 hrs.) and two must be on the dayshift (1200 - 2400 hrs.) so that the HERO candidate can become familiar with HERO shift routines. The HERO candidate should coordinate with the Operations Branch Chief should more under instruction watches be required.
To complete your training, you are to successfully complete all signoffs (called observations) in TMS. The observations shall be completed by a subject matter expert. The completed observations for the ISAs and OJTS under the HERO qualification in TMS will be documentation that you have completed all assigned ISAs and OJTs. Once all tasks are completed for HERO in TMS, you must schedule a walkdown and checkout with the Operations Branch Group Leader. Upon successfully completing the walkdown and checkout, you will be recommended for qualification by the Operations Branch Chief. HERO qualification should be completed within 4 months of being assigned to the Operations Branch.

Each HOO/HERO candidate must add the Headquarters Emergency Response Officer and Headquarters Operations Officer curricula to their training assignments. This is where completions of Individual Study Activities (ISA) and on the job training (OJT) completions are documented.
From the NRC intranet home page (NRC @ Work - Home (sharepoint.com)) find the Training - TMS quick link in the right center column of the page and click on it.
Once you select TMS, you should be on main page. Select the Browse NRC Catalog button.

To access your HOO/HERO training, just go to your transcript select Open Curriculum.
When you Open Curriculum on either qualification, you should see a check mark by all your completed activities. In the example below, all core training courses have been completed. Once you complete an activity (ISA or OJT) then select Notify Observer then click on the subject matter expert who observed/discussed the activity with you. That subject matter expert will receive an email requesting completion of the observed task.
Once they perform completion, then the Notify Observer should change to View Certificate which is your proof of completion.

The purpose of this activity is to acquaint you with the actions taken by the NRC in response to an emergency event at a nuclear facility. Emergency response is vital to the NRCs Primary Mission Essential Function (PMEF) to continuously monitor licensees operations, including the threat environment, and rapidly respond to safety or security-related events involving licensed facilities or associated materials. As a fully qualified HERO, you will be trained to perform specific emergency response activities. This individual study activity will help you understand how the NRC meets its emergency response mandate and will begin to build the knowledge you will need later to successfully perform your assigned emergency response responsibilities.

HOO T.1 HERO/HOO Qualification Revision 5 HOO Qualification Page 43 of 84 Page 43 of 84 Headquarters Operations Officer (HOO) Training Journal Applicability This HOO Training Journal implements the Division Annexes, by establishing the minimum training requirements for NSIR staff assigned to the Headquarters Operations Center for qualification as a Headquarters Operations Officer (HOO). The HOO candidate must complete the HERO qualification as a prerequisite for HOO qualification. However, the HOO qualification journal can be worked concurrently with the HERO qualification journal.
The NSIR HOO Training Journal serves as a guideline, and establishes the minimum training requirements, consistent with the agency format found in NRC Manual Chapters (i.e., MC1245 and MC1246). The Training Journal must provide traceable documentation to show that minimum requirements are met for each candidate.
This Training Journal consists of a series of Individual Study Activities (ISA) and signature spreadsheets.
The signature spreadsheets are used to document task completion, as indicated by the appropriate signature blocks. The corresponding ISA establishes the minimum knowledge levels or areas of study that must be completed for each signature spreadsheet.
Most of the ISAs are divided into sections. The reference sections of the ISAs identify references with general application to the HOO candidate's training. The HOO candidate is expected to have a general familiarity with these references. Other sections of the ISAs identify evaluation criteria and tasks that have direct application to a HOO position. The HOO candidate is expected to demonstrate detailed knowledge of the discipline specific references.
The On-the-Job training activities consist of reading the appropriate HOO Training Guide, using the training guide to aid in performing the activities specified in the module, then getting an evaluation by a fully subject matter expert on the candidates ability to perform specified tasks without intervention by a qualified watchstander.
During the qualification process, the HOO candidate must stand at least four 12-hr. watches under the instruction of a subject matter expert. Two of those watches must be on the mid-shift (0000 - 1200 hrs.)
and two must be on the day-shift (1200 - 2400 hrs.) so that the candidate can become familiar with HOO shift routines.
Additionally, the HOO candidate is required participate in a Headquarters full participation exercise as a condition of qualification. This requirement can be waived by the Branch Chief, Operations Branch or Branch Chief, Response Coordination Branch.
To complete your training, you are to successfully complete your signature card and successfully pass an oral board within 12 months of being assigned to the Operations Branch. All sign-offs shall include the signature of a fully qualified Headquarters Operations Officer. The signature card will comprise your training journal.

EVALUATION CRITERIA:
Upon completion of this activity, you will be asked to demonstrate your understanding of the various functions available in the HOO database and how to utilize those functions. Additionally, you will be required to explain the relationships between the HOO database and other software systems used in the Headquarters Operations Center area.
On-The-Job Training and Evaluation (OJT/OJE)
The following task table will be used by the HOO to practice skills that will be evaluated by a subject matter expert as part of the qualification process. During On-the-Job Training (OJT), the candidate may use any reference and ask any questions to better understand the tasks to be performed.
Once a HOO candidate has conducted all the tasks and is ready for evaluation, he must schedule an On-The-Job Evaluation (OJE) with a subject matter expert.
All critical tasks (designated by an asterisk (*) after Pass / Fail) must be passed to successfully complete the OJE. If failure of a critical task occurs, the candidate must repeat all tasks to successfully complete the module. If, during the second evaluation, a critical task failure occurs, the candidate will be referred to the Branch Chief.
The subject matter expert will determine whether non-critical tasks need to be re-performed.
Failure to successfully complete non-critical tasks will not be used to determine successful completion of this OJE module. Once all critical tasks have been successfully performed and all remedial training on non-critical tasks have been completed by the candidate, the subject matter expert complete the observation in TMS indicating successful completion of the OJE.

EVALUATION CRITERIA:
Upon completion of this activity, you will be asked to demonstrate your understanding of the various functions available in the Automatic Notification System and how to utilize those functions.
On-The-Job Training and Evaluation (OJT/OJE)
The following task table will be used by the HOO candidate to practice skills that will be evaluated by a subject matter expert as part of the qualification process. During On-the-Job Training (OJT),
the candidate may use any reference and ask any questions to better understand the tasks to be performed.
Once a HOO candidate has conducted all the tasks and is ready for evaluation, he must schedule an On-The-Job Evaluation (OJE) with a subject matter expert.
All critical tasks (designated by an asterisk (*) after Pass / Fail) must be passed to successfully complete the OJE. If failure of a critical task occurs, the candidate must repeat all tasks to successfully complete the module. If, during the second evaluation, a critical task failure occurs, the candidate will be referred to the Branch Chief.
The Subject matter expert will determine whether non-critical tasks need to be re-performed.
Failure to successfully complete non-critical tasks will not be used to determine successful completion of this OJE module. Once all critical tasks have been successfully performed and all remedial training on non-critical tasks have been completed by the candidate, the subject matter expert evaluator will complete observation in TMS indicating successful completion of the OJE.

Page 79 of 84 HOO/HERO Proficiency Watchstanding All qualified Headquarters Operations Officers (HOO) and Headquarters Emergency Response Officers (HERO) must maintain proficiency to remain as part of the active watch team. As such, each qualified member must stand at least one proficiency watch per quarter. Each watch must be at least 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> in length and should be performed during normal agency work hours. Proficiency watches should not be performed on nights, weekends or holidays unless approved by the respective Branch Chiefs or unless you are scheduled on the rotor during those times.
HOOs and HEROs will automatically get credit each quarter they are on the HOO/HERO rotor. Pipeline HOOs/HEROs will get credit if they stand at least one watch during the calendar quarter (for example, they fill one watch on the rotor for an absent HOO/HERO).
The HOO Group Leader or designee will be responsible for documenting successful completion of the quarterly watchstanding requirements and submitting documentation of proof to the Operations Branch Chief.
ROO/RERO Proficiency Watchstanding All qualified Regional Operation Officers (ROO) and Regional Emergency Response Officers (RERO) must maintain proficiency to remain as part of the active watch team. As such, each qualified member must stand at least one proficiency watch(es) semi-annually. The watch must be at least 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> in length semi-annually and can be stood in one 8-hour period or split into two 4-hour periods and should be performed during normally scheduled communications transfers to the Region IV Incident Response Center. Proficiency watches should not be performed on nights, weekends or holidays unless approved by the Response Coordination Branch Chief or unless you are scheduled on the HOO/HERO rotor during those times.
If the ROO/RERO supplements the HOO rotor anytime during the quarter, then the HOO Group Leader or designee will be responsible for documenting successful completion of the semi-annual watchstanding requirements and submitting documentation of proof to the Operations Branch Chief and the Response Coordination Branch Chief.
If the proficiency watch is stood in the Region IV Incident Response Center, then the RCB will be responsible to submit documentation of watchstander proficiency of ROO/REROs to the HOO Group Leader or designee.
Proficiency Tasks In addition to the watchstanding requirement, all subject matter expert/HEROs must perform a quarterly task in accordance with HOO Procedure T.2, HOO Proficiency Training. The quarterly task will be assigned by the HOO Branch Chief or HOO Group Leader or designee. Just-in-time tasks (those needed due to changes in process, equipment, or procedures) can be used to satisfy the quarterly requirement. Each just-in-time task must be coordinated through the HOO Group Leader or designee.

Page 81 of 84 HOO/HERO/ROO/RERO Requalification Each person that has either left the Headquarters Operations Branch or Response Coordination Branch for greater than 6 months or has not stood a watch in the Operations Center for a period of 6 months, must requalify prior to being placed on the rotor. To meet the requalification requires, the candidate must stand, at a minimum, two watches under instruction of a fully subject matter expert or ROO. The watches must be a minimum of 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> and should be performed during normal agency work hours.
During the requalification watches, the candidate must perform tasks listed below to be considered for requalification. Task completion must be documented by the trainee on the requalification signature sheet. Once all tasks are completed, a fully subject matter expert/ROO must sign the requalification signature prior to submitting to the Operations Branch Chief.
The Operations Branch Chief, after discussion with the watch team and the candidate, will determine if requalification will be granted. If after discussions requalification is not granted, the Operations Branch Chief will determine and document actions that must be taken by the candidate to achieve requalification. Once those actions are completed, the candidate will be re-interviewed by the Operations Branch Chief to determine if requalification will be granted. Granting requalification is at the sole discretion of the Operations Branch Chief.
