SUMMARY
OF JANUARY 30, 2025, PUBLIC MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 VALVE RELIEF REQUESTS VRR-02 AND VRR-03 (EPID L-2024-LLR-0069 AND EPID L-2024-LLR-0070)
On January 30, 2025, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Arizona Public Service Company (APS, the licensee). The purpose of this meeting was to discuss proposed valve relief requests VRR-02 and VRR-03 for Palo Verde Nuclear Generating Station, Units 1, 2, and 3. The meeting notice and agenda, dated January 27, 2024, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25027A320. A list of attendees is provided in the enclosure.
During the meeting, the licensee provided a slide presentation, which is available in ADAMS at Accession No. ML25027A026. The licensees presentation focused on the following topics:
The procedural controls that will be in place for the specific valves within the scope of VRR-02.
APS plans to provide reasonable assurance that each valve within the scope of VRR-02 returns to its closed safety position.
The risk insights in extending the quarterly testing interval of the valves within the scope of VRR-02.
Operating experience searches regarding solenoid operated valves (SOVs) stroke times within the scope of VRR-03.
Actions to be taken per VRR-03 if SOV stroke time is faster than the normal operating time.
Members of the public were not in attendance. No regulatory decisions or commitments were made at the meeting. Public Meeting Feedback forms were not received.
