SUMMARY

OF DECEMBER 9, 2024, PUBLIC OBSERVATION PRE-SUBMITTAL MEETING WITH NEXTERA ENERGY SEABROOK, LLC, ON A PROPOSED LICENSE AMENDMENT REQUEST TO REVISE OFFSITE ALTERNATING CURRENT POWER SOURCE REQUIREMENTS (EPIDL-2024-LRM-0133)

On December 9, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a public observation virtual meeting with NextEra Energy Seabrook, LLC (the licensee). The purpose of the meeting was to discuss a proposed license amendment request (LAR) related to Seabrook Station's offsite alternating current power sources. The meeting notice and agenda, dated November 19, 2024, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24324A071. The enclosure to this summary contains a list of attendees. The licensees presentation slides are available in ADAMS at ML24340A266.

During the meeting, the licensee discussed its plans to submit an LAR permanently modifying the Seabrook licensing basis for the Reserve Auxiliary Transformers and Unit Auxiliary Transformers using a deterministic approach with risk insights and demonstrating GDC 17 compliance. The licensee plans to submit the LAR in spring 2025 and requested NRCs review be complete by spring 2026.

The NRC staff discussed the following information needed to perform its review if the licensee plans to submit the request. The NRC staff asked the licensee to provide in the application a description of the operability of proposed offsite power sources considering the auto transfer capability. The NRC staff asked the licensee to provide background information on the purpose of the change, including any enforcement actions or site corrective actions, that led the licensee to enhance their defense in depth for AC electrical power and any modifications performed to the electrical system to address it. Licensee agreed to provide details in the request. The NRC staff recommended the licensee to review the current Technical Specification (TS) 3/4.8.1 actions and surveillance requirements to ensure that a TS change is not necessary.

The NRC staff did not make any regulatory decisions at the meeting. No members of the public attended the meeting, and no Public Meeting Feedback forms were requested.
