VIRGIL C. SUMMER NUCLEAR STATION, UNIT 1 - FINAL SAFETY EVALUATION FOR THE SUBSEQUENT LICENSE RENEWAL APPLICATION REVIEW (EPID NO. L-2023-SLR-0003)
Dear Mr. Carr:
By letter dated August 17, 2023 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML23233A175), as supplemented by letters dated April 1, 2024 (ML24095A207), May 6, 2024 (ML24129A200), May 30, 2024 (ML24155A146), June 17, 2024 (ML24171A015) and October 24, 2024 (ML24302A144), Dominion Energy South Carolina, Inc. (DESC), on behalf of itself and Santee Cooper, submitted an application for the subsequent license renewal (SLR) of Renewed Facility Operating License No. NPF-12 for Virgil C. Summer Nuclear Station, Unit 1 (V.C. Summer or VCSNS) to the U.S. Nuclear Regulatory Commission (NRC or staff). DESC submitted the application pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants, for SLR.
The NRC staff determined that the application was complete and acceptable for docketing as communicated by letter dated October 11, 2023 (ML23275A014) and noticed in the Federal Register on October 16, 2023 (88 FR 71384).
The NRC staff has reviewed the V.C. Summer Subsequent License Renewal Application (SLRA) and has developed the enclosed Safety Evaluation Related to the Subsequent License Renewal of Virgil C. Summer Nuclear Station, Unit 1, hereinafter referred to as the Safety Evaluation (SE). The SE reflects the status of the NRC staffs safety review of the SLRA, as supplemented, through October 24, 2024. Issuance of the enclosed SE is an important milestone for both the applicant and the NRC staff.
The next milestone for this project is the Advisory Committee on Reactor Safeguards Full Committee meeting scheduled for March 5, 2025.
